Billionaire Nguyen Thi Phuong Thao's group develops metro line 4 in Ho Chi Minh City

The Ho Chi Minh City People's Committee and Sovico Group signed a Memorandum of Understanding on cooperation in developing metro line No. 4 connecting Hoc Mon to Nha Be, 47.3km long with 37 stations.

Within the framework of the first high-level meeting of "Vietnam Private Economic Panorama" (ViPEL 2025) on the afternoon of October 10, leaders of the Ho Chi Minh City People's Committee and representatives of Sovico Group signed a Memorandum of Understanding on cooperation in developing urban railway (metro) line No. 4.

The signing ceremony was attended by Mr. Nguyen Van Tho, Vice Chairman of Ho Chi Minh City People's Committee and Mr. Nguyen Vu Anh Tu, Deputy General Director of Sovico Group.

Metro Line 4 is one of 7 metro lines included in the investment plan under Resolution 188/2025/QH15.

In early June, Sovico Group, chaired by billionaire Nguyen Thi Phuong Thao, sent a document to the Ho Chi Minh City People's Committee, requesting permission to research and invest in metro line 4 (Dong Thanh - Hiep Phuoc).

The Ho Chi Minh City People's Committee has assigned the Department of Finance to preside over, coordinate with the Department of Construction and relevant units, and consider Sovico's proposal on researching investment in metro line 4.

According to the proposal, metro line No. 4 is 47.3km long, of which more than 25km is underground and nearly 22km is elevated. The entire line has 37 stations, with 21 underground stations, 16 elevated stations, and 2 depots located in Dong Thanh and Hiep Phuoc.

This metro line goes from Dong Thanh (Hoc Mon) - Thanh Xuan - Ha Huy Giap - Nguyen Oanh - Nguyen Kiem - Tan Son Nhat T1 and T2 stations - Truong Son - Nguyen Van Troi - Nhieu Loc canal - Hai Ba Trung - Pasteur - Ben Thanh - Nguyen Thai Hoc - Ton Dan - Nguyen Huu Tho.

After passing the Ho Chi Minh City Ring Road 3 intersection, follow the newly opened road to Hiep Phuoc Urban Area (Nha Be).

A Sovico representative said that as soon as the Ho Chi Minh City People's Committee allows access to investment research, the group will establish a new legal entity to implement the project.

Enterprises will work with foreign experts in the fields of finance, business, architectural planning, traffic infrastructure, technical infrastructure, consultants and partners to immediately start completing investment research projects as soon as possible.

In addition, the enterprise will also plan resources, human resources, and with construction contractor partners and business management and operation units... ready to invest in project construction, quickly put into operation according to the city's plan.

Sovico also said that the city has issued a plan to invest in 355 km of metro from now until 2035 according to Resolution No. 188/2025/QH15 of the National Assembly, on piloting a number of specific mechanisms and policies, especially developing the urban railway network system of Ho Chi Minh City and Hanoi .

The Group wishes to contribute to infrastructure development, contributing to the socio-economic development of Ho Chi Minh City and the Southern area of ​​the city in particular in the future.

After merging with Binh Duong and Ba Ria - Vung Tau , the new Ho Chi Minh City will have more than 1,000 km of metro with about 27 routes.

Currently, Ho Chi Minh City is developing a plan to simultaneously deploy 9 routes in the 2026 - 2035 period and is expected to start construction on 9 routes from the end of 2027, aiming to complete 355 km of metro by 2035.

The planned metro lines include metro line 1 (Ben Thanh - An Ha, extended to Binh Duong New City); metro line 2 (Ben Thanh - Tham Luong, Ben Thanh - Thu Thiem, Tham Luong - Cu Chi and extended to Thu Dau Mot); metro line 3 (Hiep Binh Phuoc - An Ha); metro line 4 (Dong Thanh - Tan Son Nhat - Ben Thanh - Hiep Phuoc); metro line 5 (Long Truong - Hanoi Highway - Saigon Bridge - Bay Hien - Da Phuoc depot); metro line 6 (Inner beltway); metro line 7 (Tan Kien - Thu Thiem - Vinhomes Grand Park).

In addition, Vingroup Corporation also proposed investing in a railway line connecting the city center with Can Gio.

The total investment for the 9 metro lines is about 44 billion USD. Capital is mobilized from the state budget, ODA capital and public-private partnership (PPP), exploiting added value from land according to the TOD model.

The first Vietnam Private Economic Panorama Program, 2025 (ViPEL) took place in Hanoi on October 10. The event was attended by Prime Minister Pham Minh Chinh, leaders of ministries, branches, experts and 500 enterprises.

The panorama of Vietnam's private economy aims at the goal of "Public - private nation building: Strong and prosperous", promoting the mechanism of working together and sharing responsibility between the private sector and state agencies in economic development.

ViPEL's spirit can be summed up in "three together": Sharing the country's big dreams; acting together - regardless of public or private; taking responsibility for the nation's future.

The Vietnam Private Economic Panorama aims to form 20 key national projects, 200 local projects and 2,000 grassroots projects by 2030, ensuring that each individual, each locality and each enterprise has a specific role and contribution.

ViPEL was initiated by the Private Economic Development Research Board (Board IV) and typical entrepreneurs and received strong support from the Prime Minister.
