In his opening speech, Prime Minister Pham Minh Chinh said the whole country is in a peak period of emulation to achieve results in celebration of the 14th National Party Congress, accelerating, breaking through, and completing the goals and tasks set out in the Resolution of the 13th National Party Congress.
To develop and operate the real estate market synchronously, the Prime Minister emphasized the need to develop and expand housing types, promote the development of social housing, rental housing, low-cost housing, housing for workers in industrial parks, create conditions and encourage economic sectors to participate in housing development according to market mechanisms for social policy beneficiaries...
According to the Ministry of Construction's report, the whole country is investing in building 132,616 social housing units, of which 73 new projects with a scale of 57,815 apartments were started in the first 9 months of the year.
In addition to the achievements, the Prime Minister pointed out that a number of legal regulations, mechanisms and policies on the development of the real estate market and social housing have not been amended or supplemented to suit the actual situation. There is a lack of supply of affordable commercial housing and social housing, while the progress of implementing social housing investment projects is still slow. Housing prices in large cities are still beyond the affordability of the majority of people, and there is a situation of pushing up prices, creating high prices, virtual prices, causing confusion in market information for profiteering, and some project investors offer real estate prices much higher than the average.
There is no province that does not have a need for social housing.
In addition, the target of completing 100,000 social housing units by 2025 is a big challenge, requiring breakthrough solutions. In addition to 22/34 localities expected to achieve and exceed the assigned social housing target, there are also 8/34 localities that have difficulty completing the assigned target.

Notably, in response to the opinion that "there are provinces that do not have a need for social housing", the Prime Minister expressed disagreement and said that "there is no province that does not have a need", the issue is to have a suitable approach; and "if any province really has no need, it is very welcome and we request a clear report".
According to the Prime Minister, it is necessary to determine that social housing is not only high-rise buildings but can also be low-rise buildings; social housing is not located in the middle of nowhere, or on "extra land" but must have full infrastructure of transportation, electricity, water, telecommunications, society, health, culture, and education.
The Prime Minister directed that after the meeting, a number of authorities under the Government, ministries, branches and localities will be immediately resolved; if there are any remaining problems, he will propose that the National Assembly at the upcoming session issue a resolution to continue to resolve them.
