At the project site, the Prime Minister directed localities to mobilize the entire political system to participate and support to speed up the construction progress, thereby mobilizing forces such as youth and women to participate in supporting construction units. According to the Prime Minister, it is necessary to mobilize the entire population to participate, learn from good experiences from the 500kV Line 3 Quang Trach - Pho Noi project, thereby creating a movement and trend to quickly deploy key projects. The Prime Minister also requested the synchronous deployment of intersections on the expressway.

Warmly inquiring about the cadres and workers at the construction site, especially about working conditions, income and life, the Prime Minister asked them to strive to overcome all difficulties, take advantage of favorable weather to speed up the project's progress with the spirit of "3 shifts, 4 shifts", "eat quickly, sleep quickly", "only work, no back-talk", along with ensuring quality, technical and aesthetic requirements, labor safety, environmental sanitation; at the same time, pay attention to maintaining health during these hot days.

After inspecting the construction site, Prime Minister Pham Minh Chinh chaired a meeting with ministries, branches, the My Thuan Project Management Board and units on the Can Tho- Hau Giang section component project of the North-South Expressway Construction Project in the Eastern region in the 2021-2025 period.

At the meeting, the My Thuan Project Management Board and contractors reported on the construction progress, the difficulties and obstacles facing the project, especially the source of foundation materials, the time-consuming problem of waiting for roadbed subsidence; expressed their determination to ensure the progress and quality of the project; proposed to the Government, the Prime Minister, ministries and branches a number of solutions, mechanisms and policies to remove all obstacles and speed up the project's progress.

After listening to the investor and the units' reports, the Prime Minister expressed his joy at the results achieved so far of the project, which are worthy of respect, welcome and commendation; this is the effort, endeavor and determination of the Politburo, the Government, the National Assembly, ministries, branches, localities, consultants and contractors.

On behalf of the Government, the Prime Minister commended and acknowledged the efforts of ministries, branches, localities, units on the project, and people in the project area; however, we cannot be complacent with victory, while the goal is to complete the project by December 31, 2025, "only discuss, not discuss back"; there must be a way of doing, steps, and roadmap suitable to specific circumstances. The Prime Minister requested that by December 31, 2025, the entire expressway from Cao Bang to Ca Mau cape must be completed.

In that spirit, regarding site clearance, the Prime Minister requested that localities where the project passes must complete this work this July. Once the site is available, sufficient materials must be provided. According to the Prime Minister, the problem is that our procedures are still cumbersome, so we need to continue reviewing to remove the mechanism for materials; so far, the procedures for using sea sand as embankment material have been basically removed. Pleased that scientific reports confirm that the salinity of sea sand after treatment is lower than the environment on the route, the Prime Minister noted that when using sea sand, there must be records, with the locality together with the Project Management Board and the contractor clearly confirming, ensuring publicity, transparency and science. The Prime Minister also requested that those who deliberately prevent, incite or distort the use of sea sand must be strictly handled.

The Prime Minister paid special attention to construction with the spirit of "3 shifts, 4 shifts", "eat quickly, sleep quickly", "only work, no back-talk", work through holidays, Tet, "not enough work during the day, work at night", promote the spirit of Uncle Ho's soldiers, Truong Son soldiers "Bare feet, steel will". Through the experience of constructing the 500kV Quang Trach - Pho Noi line, the Prime Minister requested the entire political system of localities, forces such as women and youth to participate in supporting the construction of projects through their localities, maximizing the strength of national solidarity. The Prime Minister noted that contractors also need to invest in purchasing modern machinery and equipment, helping local contractors; local Party committees and authorities must also strengthen inspection, supervision, support for accommodation conditions at construction sites; support and encourage construction units at construction sites.

Regarding quality supervision, the Prime Minister requested functional units to regularly and closely monitor and ensure technical and aesthetic requirements and environmental hygiene. Regarding raw materials, the Prime Minister also noted the issue of using ash and slag from Duyen Hai Thermal Power Plant for the project. Local departments and branches must also actively participate; localities must immediately plan the space around the highway, open up new urban and service areas; and actively complete intersections.

For the people in the project area, the local Party Committee and government must pay attention and ensure that people in the new place have a better life than the old place; ensure livelihoods for the people, thereby creating the overall effectiveness of the highway. The Prime Minister reiterated the issue of "mechanisms and policies are up to us, not anyone else".

The Prime Minister reiterated the need to take advantage of the rising momentum to complete projects to welcome the 14th National Party Congress, while at the same time preparing to continue with new key projects.

* Reporting to the Prime Minister on the implementation status of the Can Tho-Hau Giang and Hau Giang-Ca Mau (Can Tho-Ca Mau) component projects to date, My Thuan Project Management Board said: Total length of the expressway: 110.87km (Can Tho-Hau Giang: 37.65km; Hau Giang-Ca Mau: 73.22km), the project passes through 5 provinces and cities: Can Tho, Hau Giang, Kien Giang, Bac Lieu and Ca Mau. Total investment: VND 27,523.39 billion (Can Tho-Hau Giang: VND 10,370.74 billion; Hau Giang-Ca Mau: VND 17,152.65 billion). Investor: My Thuan Project Management Board. Construction start date: January 1, 2023; basic completion: December 2025. Regarding site clearance: localities have handed over 110.68km/110.85km of site (reaching 99.84%), still stuck with 200m of landfill on the connecting route in Can Tho city, 175m of the main route in Hau Giang province, 200m in Bac Lieu province and 500m of the connecting route in Cai Nuoc district, Ca Mau province. Relocation of technical infrastructure: 6/7 high voltage power line locations have not been relocated.

Construction implementation status: Cumulative output to date: 6,432/18,842 billion VND, reaching 34.16% of the contract, 11.14% behind schedule. Some main volumes have been constructed: Accordingly, the road section (main route): total volume of sand filling the main route reached 5.4 million m3/14.5 million m3 (reaching 37.2%); filling to the height of absorbent wicks reached 4.5 million m3/6.5 million m3 (reaching 70%); absorbent wicks have been installed at 33.86/89.5km (reaching 38%); filling with additional load 0.9 million m3/7.3 million m3 (reaching 12.3%); CDM construction: 2.47/9.43km (reaching 26%).

Bridge section: 108/117 bridges have been constructed, the output value of the bridge section has reached 70%, of which: 77 bridges are pouring concrete for foundations/piers/piers; 41 bridges are launching girders, 30 bridges are constructing bridge decks.

General assessment: the project completion progress depends largely on the progress of sand mobilization to the construction site (volume and capacity). To complete the project in 2025, from now until the end of 2024, the sand loading work must be completed, the sand demand by the end of 2024 is about 9.56 million m3 (river sand 5.56 million m3, sea sand 4.0 million m3). After reviewing the capacity of local river sand mines, by December 2024, 4 million m3 of river sand can be supplied, 1.56 million m3 of river sand is still lacking.

Regarding the remaining sand volume, the Ministry of Transport and the My Thuan Project Management Board have come up with the following solutions: reviewing the scope of sea sand use, maximizing the volume of sea sand used for the section from Bac Lieu to Ca Mau, prioritizing river sand for the section from Can Tho to Hau Giang; working with An Giang province to coordinate 1.4 million m3 of sand from the cross-axis highway; working with Tien Giang and Ben Tre provinces to provide additional river sand volume for the project (the two localities committed to providing 4 million m3). Currently, these procedures are being implemented, and it is expected that in July 2024, sand can be taken from these sources.

Thus, the material source for the project after exploiting sea sand and from the horizontal coordination source and the additional supply from the two provinces of Tien Giang and Ben Tre is enough for the project. My Thuan Project Management Board is directing the contractors on the route to be determined, mobilize all resources, and supplement equipment to bring sand to the construction site, meeting the goal of completing all loading work in 2024; at the same time, the contractors are mobilizing the source of crushed stone aggregate for reserve to serve the construction of the road surface structure.

Next plan: for the bridge section, complete the bridges in 2024; for the route section: complete the construction of the loading embankment and drilling of the cement soil pillars in 2024; unloading work for the first section from February 2025, the last section from July 2025; for the section treated with weak soil using soil cement soil pillars, the construction of the road surface structure will begin in December 2024. Construction of crushed stone aggregate in January 2025 for the section treated with CDM and June 2025 for the section treated with PVD; construction of asphalt concrete will begin in January 2025 for the section treated with CDM and July 2025 for the section treated with PVD, to be completed in November 2025. Complete the traffic safety system in December 2025. Disbursement of capital plan in 2024: disbursed 2,416/4,997 billion VND, reaching 48% of the capital plan in 2024.

The My Thuan Project Management Board recommends that localities (Can Tho city and Hau Giang, Bac Lieu, Kien Giang and Ca Mau provinces) continue to pay attention to and resolve remaining problems regarding site clearance in July 2024; requests that Dong Thap, An Giang, Vinh Long, Tien Giang, Ben Tre and Soc Trang provinces continue to support the project in coordination procedures, increase capacity for river sand mines; and continue to support procedures for sea sand.
