The Prime Minister's dispatch stated that in recent days, storm No. 11 (Matmo) has caused serious damage to people and property in the provinces and cities in the North Central and Northern regions. In particular, the education sector has been severely affected with hundreds of schools damaged; books, teaching equipment, and learning materials were swept away by water, torn and unusable, directly affecting teaching and learning activities.

To support overcoming the consequences and bring students back to school soon, the Prime Minister requested the Ministry of Education and Training to direct and urge the local education sector to review and proactively advise Party committees and authorities to direct and mobilize forces and resources to quickly repair educational facilities affected by natural disasters. Along with that, there should be timely plans to support books, teaching equipment, and learning materials for damaged educational facilities to quickly restore and ensure learning conditions for students.

The Prime Minister also requested the Chairmen of the People's Committees of provinces and cities to direct the Department of Education and Training to preside over and coordinate with departments and branches to urgently review and compile statistics on the damage to the education sector caused by Storm No. 11. This focuses on the following contents: Number of officials, teachers, staff and students injured or killed; damage to school facilities; damage to textbooks; impact on teaching plans (clearly state the number of educational institutions that are allowing students to stay home from school or have allowed students to attend school as usual). Thereby, synthesize reports on damage and the need for additional support for books and teaching equipment for the beginning of the 2025-2026 school year and send them to the Ministry of Education and Training.

The Prime Minister also requested the Ministers of Public Security, National Defense, Agriculture and Environment to continue directing units located in the area to support localities in cleaning up schools, reviewing and calculating damages as requested by the People's Committees of provinces and cities. The Minister of Finance shall balance resources to support localities in overcoming the damages caused by Storm No. 11, including damages to schools, equipment and other necessary conditions.
