Speaking at the opening ceremony of the 1st Government Party Congress for the 2025-2030 term on the morning of October 13, Prime Minister Pham Minh Chinh welcomed and thanked General Secretary To Lam, former General Secretary Nong Duc Manh and leaders and former leaders attending the congress.

The Head of Government also expressed his remembrance and gratitude to President Ho Chi Minh , and to the senior leaders and previous generations who devoted themselves and contributed to the cause of building and defending the Fatherland, including the growth and development of the Government through the ages.

According to the Prime Minister, the first Congress of the Government Party Committee is a particularly important political event of the Government Party Committee, a historical milestone in the journey of building an honest, creative, active Government for the country and the people; to meet the general political requirements and tasks and of the "revolution in reorganizing the apparatus".

The 2020-2025 term takes place in the context of a rapidly evolving, complex, unpredictable world and regional situation, with many unprecedented and unforeseen issues. Under the leadership of the Party, the current Government Party Committee has promoted the spirit of solidarity, discipline, responsibility, proactiveness, flexibility, and creativity, with the spirit of "dare to think, dare to do, dare to take responsibility for the common good", focusing on leading and directing the implementation of 3 strategic breakthroughs, 6 key tasks, and 12 main groups of solutions.

"Thanks to the drastic participation of the entire political system, the business community and people nationwide under the leadership of the Party and the help of international friends, our country has achieved important, comprehensive and outstanding achievements in all fields; with results each year better than the previous year and this term better than the previous term in most fields," the Prime Minister stated.

According to the head of the Government, entering the 2026 - 2030 term, the world situation is forecast to continue to develop in a complex and unpredictable manner, with many potential risks; in general, there are more difficulties and challenges than opportunities and advantages. The 14th National Congress of the Party is identified by the Central Committee as the origin of an era of striving to develop into a rich, prosperous, civilized, happy country, steadily advancing towards socialism. General Secretary To Lam emphasized, "We are facing a historic moment, a historic opportunity for rapid and sustainable development, but also facing very high requirements for revolutionary and scientific breakthroughs, promptly removing bottlenecks and knots in all aspects of social life".

The Prime Minister requested the congress to analyze in depth and propose key solutions for the coming term. In particular, the big question is how to build a clean, strong, united, exemplary Government Party organization leading in science, technology, innovation, digital transformation; at the same time, mobilize all resources of the country to accelerate breakthroughs and develop the country in the new context?

Regarding Party building work, what do we need to do to adhere more closely to the 5 principles of Party building and the 5 methods of Party leadership in all activities, especially the principle of democratic centralism, the Prime Minister stated. In particular, paying special attention to personnel work as "the key of the key" and in the spirit of how to select virtuous, strong and talented cadres? What are the tasks and solutions to both promote rapid and sustainable development and strengthen discipline, order, and effectively prevent corruption, waste and negativity?...

Regarding the implementation of key political tasks, what breakthrough solutions are needed to maintain macroeconomic stability, control inflation, ensure major balances of the economy, and promote average GDP growth of 10% or more per year for many years?

Vietnam enters the group of upper middle-income countries

Briefly presenting the political report to the congress, Permanent Deputy Prime Minister Nguyen Hoa Binh outlined many important results, especially the "revolution" in arranging and perfecting the organizational apparatus.

After the reorganization, the Government reduced 5 ministries, 3 ministerial-level agencies (remaining 17 ministries, ministerial-level agencies, 5 agencies under the Government); reduced all 30 general departments, 4,118 departments, branches and equivalents, 240 public service units under the ministries; completed the organization of 2-level local governments. Through the reorganization of the apparatus, 145,000 staff were reduced, saving regular expenditures of 39,000 billion VND each year to invest in social security.

In addition, the work of preventing and combating corruption, waste and negativity has been directed and implemented resolutely and comprehensively with high determination. During the term, over 784,000 inspections were carried out. Thereby, recommendations were made to recover over VND 424,000 billion (up 86.6% over the same period last year); 1,762 cases (up 258.8%) and 1,266 subjects (up 80.6%) were transferred to the investigation agency.

In terms of socio-economic development, GDP scale increased from 346 billion USD in 2020, ranked 37th in the world, to over 510 billion USD in 2025, up 5 places, ranked 32nd in the world and 4th in the ASEAN region. GDP per capita increased 1.4 times - increased from 3,552 USD to about 5,000 USD, entering the group of upper middle-income countries.

State budget revenue for the 2021-2025 period is estimated at 9.6 million billion VND - 1.36 times higher than the 2016-2020 period and exceeding the set target (8.3 million billion VND, an increase of over 15.6%). The scale of trade increases year by year, reaching a record of about 850 billion USD in 2025, among the top 20 countries in the world...

In implementing the three strategic breakthroughs, the Deputy Prime Minister said that investment in infrastructure systems is focused on leadership, especially in highway infrastructure, airports, seaports, urban railways, digital infrastructure, etc., opening up new development space.

Regarding the tasks for the next term, the Government will direct the focus on completing the goal of having 5,000 km of expressway nationwide by 2030; completing the entire coastal road, the Lao Cai - Hanoi - Hai Phong railway, urban railways in Hanoi (100 km) and Ho Chi Minh City (100 km). Investing in Ninh Thuan 1 and 2 Nuclear Power Plants...
