
To continue strengthening the law-making work in the coming time and best prepare draft laws and resolutions to be submitted to the National Assembly and the National Assembly Standing Committee at the 10th session of the 15th National Assembly, the Prime Minister requests ministers, heads of ministerial-level agencies, and chairmen of People's Committees of provinces and centrally run cities, according to their functions, tasks, and authority, to focus on directing the serious and effective implementation of the following tasks:
1. On strengthening law-making work
a) Ministers and heads of ministerial-level agencies assigned to preside over drafting projects and draft legal documents are responsible for:
- Directly in charge, direct and take full responsibility for the quality and progress of project and draft development. Thoroughly grasp and strictly implement the spirit of "6 enhancements", clarify "6 stars" and ensure "6 musts" in law-making work according to Resolution No. 278/NQ-CP dated September 13, 2025 of the Government on the thematic meeting on law-making in September 2025.
- Focus on improving the quality of documents from the policy-making stage to document drafting; only apply simplified procedures when absolutely necessary and in accordance with regulations; proactively organize consultations on issues directly related to the scope of management, functions and tasks of other agencies and organizations; study, absorb and fully explain comments, consultations and opinions of the National Assembly Standing Committee, National Assembly deputies and ministries, branches and localities; strengthen responsibility and proactively work with National Assembly agencies and relevant agencies during the process of the National Assembly and the National Assembly Standing Committee reviewing and approving draft laws, ordinances and resolutions.
- Direct full participation in appraisal meetings; seriously and fully receive and explain appraisal opinions. Do not add content that is not included in the policy approved by the Government; report on the content of receiving opinions from the National Assembly Standing Committee and National Assembly agencies that are different from the content submitted by the Government.
- Direct the review of detailed regulations during the drafting process; proactively organize the early drafting of detailed regulations to ensure they take effect at the same time as laws, ordinances, and resolutions.
b) The appraisal agencies shall clearly conclude whether the project or draft is qualified or not; clearly state the requirements and contents that need to be completed; and strengthen monitoring of the reception of appraisal opinions. Resolutely not to approve projects or drafts that are not qualified, "not to ignore quality for the sake of progress". Promptly report to the Government and the Prime Minister on outstanding issues and shortcomings at Government meetings or during the process of collecting opinions from Government members.
c) The agencies participating in the appraisal should enhance their initiative and responsibility in sending specialized staff to participate in the appraisal, fully express their opinions, and represent the ministries and branches managing the industry and field.
d) The Government Office closely coordinates with the drafting agency and the appraisal agency in the process of handling documents at the stage of submission to the Government and Prime Minister; proactively reports and proposes that the Deputy Prime Minister in charge organize meetings to give opinions on contents with different opinions before submitting them to the Government and Prime Minister.
2. On submitting draft laws and resolutions to the National Assembly at the 10th session
6 draft laws and resolutions that have not been considered by the Government and submitted to the National Assembly include: 1- Law on National Reserves (amended); 2- Resolution amending and supplementing a number of articles of Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; 3- Law on Artificial Intelligence; 4- Law on Key Industries; 5- Resolution of the National Assembly on mechanisms and policies to remove difficulties in national energy development in the 2026-2030 period; 6- Resolution of the National Assembly on piloting the public lawyer regime.
a) The Ministers of Finance, Science and Technology, Industry and Trade, and Justice shall preside over the drafting of 6 draft laws and resolutions that have not been considered by the Government, and submit them to the National Assembly for urgent direction to complete them, submit them to the Government for consideration and approval in time for submission to the National Assembly at the 10th session.
b) The Ministry of Justice shall promptly organize the appraisal of draft laws and resolutions submitted to the National Assembly and the National Assembly Standing Committee at Point a of this Section; continue to perform well the task of the agency in charge of technical review of documents submitted by the Government before the National Assembly and the National Assembly Standing Committee consider and approve them.
c) Deputy Prime Ministers in their assigned fields directly direct ministers and heads of ministerial-level agencies in the work of drafting and submitting draft laws and resolutions, ensuring quality and progress according to regulations./.
