After the leaders of ministries, branches, agencies and Deputy Prime Ministers gave their opinions, responded and concluded the conference, Prime Minister Pham Minh Chinh emphasized the spirit of "A creative State, pioneering enterprises, public-private partnership, a rich and strong country, happy people"; requested relevant ministries and agencies to fully absorb the valid, appropriate and realistic opinions; review legal regulations, consider supplementing and amending to meet requirements. In particular, the Ministry of Science and Technology presides over, develops and submits for promulgation the Government's Resolution, ministries and branches submit amendments and supplements to the Government's decrees, and issues circulars according to their authority.
The Prime Minister said that, with the spirit of innovation in management thinking, the amended laws have shifted from "pre-inspection" to "post-inspection" with a focus and key points, following a new approach of risk management, only maintaining mandatory measures for products and goods with medium and high risks, exempting conformity declaration for products that have fully met quality management requirements according to specialized laws.
Along with that, promoting digital transformation, simplifying and cutting administrative procedures, and publicizing them in the digital environment. This is a major reform step, demonstrating the policy of minimizing unnecessary administrative procedures, reducing compliance costs, reducing overlapping procedures, increasing the autonomy and responsibility of enterprises, in line with international practices.
To continue to promptly remove difficulties and obstacles in standardization and conformity activities and promote production and business activities of enterprises in the coming time, the Prime Minister requested the Ministry of Science and Technology to preside over and coordinate with the Ministry of Justice, the Ministry of Agriculture and Environment, the Ministry of Health, and relevant ministries and agencies to carefully review current legal regulations to ensure the consistency and synchronization of laws related to standardization and conformity.
Directing the Ministry of Science and Technology to preside over and submit to the Government for early promulgation of a decree guiding the implementation of the Law on Technical Standards and Regulations and the Law on Product and Goods Quality, the Prime Minister noted that if there are international standards, they should be researched, applied and publicly announced; and traceability regulations should be public and transparent.
The Prime Minister assigned the Ministry of Science and Technology to be the focal point to gather the current situation, remove difficulties and obstacles in product and goods conformity and conformity activities; especially, pay attention to listening to and absorbing opinions of people and businesses.
Relevant ministries and branches urgently review current national technical regulations (about 824 regulations), classify them according to the risk level of products and goods to adjust, amend or abolish them to suit the actual situation. Clearly stating that standards and regulations must come first so that businesses can base on them to announce; there must be tools for conformity and compliance, but post-inspection must be strengthened, pre-inspection must be reduced, input costs and compliance costs for people and businesses must be reduced, the Prime Minister noted, what needs to be controlled must be controlled such as medicines and food related to people's lives and health.
“The spirit is not to be lax but not too strict, to ensure safety, health and life for the people, at the same time, to have measures to reduce administrative procedures, decentralize, delegate power, promote the mobilization of social resources, and enhance socialization,” the Prime Minister emphasized.
The Prime Minister requested that from now until the Law on Technical Standards and Regulations 2025 and the Law on Product and Goods Quality 2025 take effect (January 1, 2026), ministries and branches must develop and issue relevant guiding circulars so that when the law takes effect, there will be a system of synchronous, unified, and feasible standards.
The Prime Minister assigned the Ministry of Agriculture and Environment to review and propose amendments to specialized laws such as the Veterinary Law, the Animal Husbandry Law, the Cultivation Law, the Fisheries Law, etc. to eliminate duplicate procedures; agree to simplify procedures for declaring conformity with veterinary drugs and animal feed, and study the removal of regulations on declaring conformity with animal feed as appropriate.
At the same time, urgently complete regulations on management and traceability through digital transformation. Amend national technical regulations, issued in the fourth quarter of 2025, to stipulate the application of certification of advanced world management systems such as ISO 22000, GMP, HACCP... for suitable products and goods that do not require sampling for analysis of indicators, in order to both ensure product quality and reduce administrative burden for businesses.
The Prime Minister assigned the Ministries of Construction, Industry and Trade, Health, and Finance to coordinate closely to ensure that the amendment of standards and regulations on quality management is consistent, transparent, fair, and does not create unnecessary technical barriers or "sub-licenses" that affect people and businesses.
The Prime Minister pointed out that the urgent requirement is to accelerate the construction of a national database on standards and regulations and a shared digital platform to serve the management of national standards, measurements and quality, and to connect and serve state management work. Subjects are inspected publicly and transparently in the network environment.
The Prime Minister requested to promote reform, cut administrative procedures, promote decentralization and delegation of power along with resource allocation, improve enforcement capacity, and strengthen supervision and inspection.
The Head of the Government requested strict handling of violations, especially violations in the field of food safety and medicine; strict handling of officials, civil servants and public employees who lack a sense of responsibility, are insensitive to the difficulties and problems of businesses and people and allow the circulation of goods, especially substandard food and medicine; affirmed that the Government and the Prime Minister always accompany and share difficulties with businesses and always create an open, stable and transparent investment and business environment so that businesses can confidently invest and operate effectively, contributing to the rapid and sustainable development of the country in the new era.
The Prime Minister hopes that associations and the business community will continue to actively participate, contribute opinions on institutions and policies, and promptly reflect difficulties and problems so that management agencies can amend and perfect relevant legal regulations, so that new policies can truly come into life, bringing practical benefits to businesses and people.
