In his opening speech on the afternoon of October 18, Prime Minister Pham Minh Chinh stated that the meeting aimed to listen, exchange and discuss solutions to remove difficulties and obstacles related to product conformity and conformity with standards in order to promote production and business and promote growth.
Increase decentralization, reduce administrative procedures, reduce costs
The Prime Minister said that recently he has received many recommendations from associations and businesses on standardization, technical regulations, and conformity assessment of our country with many countries in the world .
The Prime Minister emphasized the implementation of Resolution 68 of the Politburo on private economic development, recent resolutions of the Politburo, the National Assembly, and the Government, with the spirit of strongly shifting from pre-control to post-control and promoting decentralization and delegation of power.
Thereby increasing the initiative and creativity of all levels, reducing administrative procedures, reducing input costs and compliance costs for people and businesses, and increasing the competitiveness of Vietnamese goods.
On behalf of the Government, the Prime Minister acknowledged and highly appreciated the efforts of Vietnamese associations, industry associations and enterprises in actively promoting production and business, overcoming difficulties and challenges, adapting to policies and approaches of other countries, and contributing to the overall growth of the economy.
In addition to the achieved results, the Prime Minister pointed out that there are still limitations and shortcomings, and requirements to continue perfecting the legal system and regulations, and responding to new and complicated developments in the market.
Therefore, the Prime Minister suggested that delegates exchange openly and frankly, discuss, point out the norms and standards that need to be revised and improved, and remove difficulties and obstacles quickly and promptly to meet development requirements, especially reform and cut related administrative procedures.
The spirit is to control and protect the rights of consumers, protect the health of the people, and serve the creation, all for the development, for the benefit of the nation, the people, and the people. In particular, it is necessary to increase the recognition of standards and regulations that have been used and recognized by the world and advanced countries.

Businesses look forward to the early realization of regulations to remove obstacles.
Previously, Tuoi Tre newspaper published a series of articles with the theme "Removing institutional obstacles, unlocking resources". In particular, the article "Regulations that 'burn' business money" pointed out the difficulties and inadequacies in implementing policies related to regulations on declaration of conformity and product conformity - which affect many industries and fields.
In fact, this problem has lasted for nearly 20 years, and 10 associations and industry associations sent a collective petition to General Secretary To Lam before the 9th session (15th National Assembly). After that, the problems were accepted and amended in the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations, which was passed by the National Assembly at the 9th session...
Speaking to Tuoi Tre , Mr. Nguyen Xuan Duong - Chairman of the Vietnam Animal Husbandry Association - said that although the new law was issued with the spirit of removing obstacles, businesses are still being managed by old regulations, and costs and shortcomings still exist.
According to Mr. Duong, the regulations on product conformity declaration and product circulation registration under the old law are one of the complicated, difficult and costly administrative procedures. After 20 years of promulgation and implementation, these regulations have increasingly revealed many shortcomings.
Specifically, according to the old regulations, goods were classified into group 1 (no toxic elements) and group 2 (with toxic elements), but most products were put into group 2 for inspection before being circulated on the market, causing "overload" for management agencies and increasing costs for businesses, and product prices were increased.
In particular, 100% of imported products must be sampled for analysis and declaration of conformity.
"Meanwhile, for each animal feed or veterinary medicine product, the average cost to take samples for analysis and declaration of conformity is about 5 - 7 million VND, some products (such as vaccines) cost up to 20 - 30 million VND, the product price is increased a lot, reducing competitiveness," said Mr. Duong.
With the new law being enacted, management work has been changed, based on analysis and classification of groups of goods according to risk levels, moving from pre-control to post-control. Goods are classified into low risk, medium risk and high risk, accordingly there will be appropriate management methods at each level.
"We hope that the decrees and guiding circulars must adhere closely to the spirit of the law. Only then can we substantially cut administrative procedures and reduce costs for businesses in accordance with the direction of the General Secretary and Prime Minister in Resolution 68," Mr. Duong hoped.
