The Bac Ninh Provincial Working Group held its first meeting: Resolutely promoting science, technology, innovation and digital transformation

On the afternoon of August 8, 2025, at the Department of Science and Technology, the Working Group on Science, Technology Development, Innovation and Digital Transformation of Bac Ninh province held its first meeting. Comrade Nguyen Van Dung, Director of the Department of Science and Technology, Head of the Working Group, chaired the meeting with the participation of members of the Working Group, the Support Group and representatives of relevant departments and units.

The meeting was held to seek opinions on the draft Working Group's Operating Regulations; assign tasks to members; review the results of the first 7 months of the year and set out directions and tasks for the last 5 months of 2025. At the meeting, members basically agreed on the purpose and content of the program, considering this an important basis for the Working Group to operate synchronously and effectively in the coming period.

According to the report, in the past time, the Working Group has advised the Provincial People's Committee to strengthen the Steering Committee and issued many key plans. Notably, the upgrading of the Document Management and Work Operation System; deployment of artificial intelligence (AI) application solutions to support administrative procedures in the fields of investment and construction; issuance of instructions for deploying the Community Digital Technology Team at the local level; maintaining the stable operation of the Provincial Data Integration Center; connecting transmission lines between two data centers to serve shared software; deployed an operational management system and electronic document management for both non-confidential and confidential documents; completed installation, configuration and adjustment of the system according to the 2-level local government model.

Regarding science and technology management, the Department of Science and Technology has monitored 131 science and technology tasks at all levels; announced the direction of activities in 2026 and received 214 task proposals; worked with many research institutes, universities, and enterprises to order tasks; advised on the implementation of 2 provincial-level projects related to Bac Giang 's product certification trademark; urged the acceptance of the project on the geographical indication "Luc Ngan" for orange products.

Bac Ninh promotes science and technology development, innovation and digital transformation

In the field of technology and innovation, the Working Group has processed 2 dossiers to determine whether or not investment projects use outdated technology; consulted on confirming the explanation of high-tech application projects; received and issued 4 certificates of declaration of medical diagnostic X-ray equipment, 12 licenses to conduct radiation work and 1 certificate of radiation worker; and organized the 2025 Innovation and Startup Competition.

In addition to the achieved results, the implementation process still faces many difficulties: the time to change the 2-level local government model is too short; many new institutional documents have a wide scope and complex content, making the implementation confusing; IT human resources at the commune/ward level are not uniform, many places arrange staff with the wrong expertise; some targets of Resolution 57-NQ/TW in 2025 are difficult to complete.

Concluding the meeting, Comrade Nguyen Van Dung emphasized the need to utilize resources and propose appropriate projects. Specifically, sectors and localities need to urgently propose large-scale tasks and projects in the fields of science, technology, innovation and digital transformation, in order to effectively utilize allocated resources and avoid the situation of "having money but no appropriate projects".

He especially noted the priority of contents such as: creating a digital environment, developing digital utilities to serve people and businesses, promoting the development of digital economy - digital society through the project of digital transformation of enterprises and business households; popularizing digital signatures to people and organizations... The tasks need to be linked to the advantages of each industry and each locality, and at the same time have specific products and results to evaluate the effectiveness of implementation. If taking advantage of opportunities from digital transformation and innovation, Bac Ninh will not only catch up but also be able to lead in many fields.

In the last 5 months of 2025, the Working Group will focus on 4 key groups of tasks, including: Completing digital infrastructure and synchronizing data systems; Expanding the application of new technologies, especially AI and data interconnection platforms; Improving digital capacity for cadres, civil servants and public employees; and Ensuring effective implementation of resolutions and projects, contributing to the building of digital government, digital economy and digital society of Bac Ninh province.

At the end of the meeting, the Head of the Working Group thanked the members for their cooperation and requested that after the meeting, the units urgently complete the documents and agreed work content for early implementation into practice./
