The Ho Chi Minh City People's Committee has just reported to the Ministry of Home Affairs on the arrangement and use of cadres and civil servants in wards, communes, and special zones.
Ward and commune officials are overloaded with work.
According to the Ho Chi Minh City People's Committee, after merging administrative units and implementing a two-level local government, the apparatus has been gradually consolidated and quickly put into order. The staff and civil servants at the commune level basically meet the requirements for performing tasks, ensuring smooth management and operation.
However, the Ho Chi Minh City People's Committee also pointed out limitations such as work overload when commune-level civil servants undertake many tasks at the same time, lack of leaders and managers...
After implementing a number of solutions such as applying information technology, enhancing training and fostering of cadres and civil servants, and increasing human resources in communes and wards, the Ho Chi Minh City People's Committee also proposed many groups of issues to the Ministry of Home Affairs.
Accordingly, the Ho Chi Minh City People's Committee proposed that the Ministry of Home Affairs continue to research and issue preferential policies to encourage attracting human resources to work at the commune level.
In addition, promptly consult on plans so that competent authorities can promptly assign civil servant payrolls and the number of employees in public service units (officially) to Ho Chi Minh City.
Assign commune-level staffing levels appropriate to population, area, number of records and urbanization speed.
Ho Chi Minh City proposed that the Ministry of Home Affairs report to the Politburo on existing problems and difficulties of localities.
Thanks to objective, scientific , quantitative surveys of the characteristics of each locality such as population size and area, number of procedures and records to be resolved, urbanization speed... to assign commune-level civil servants to ensure the number to perform well the assigned political and professional tasks.
At the same time, advising the Central Steering Committee, the Politburo assigned the number of civil servant positions at communes, wards, and special zones in the direction of assigning the total civil servant position to the commune level without distinguishing the positions of the Party, Fatherland Front, and mass organizations and the positions of the government.
Based on the assigned staffing, the People's Council of the commune, ward, and special zone decides to allocate a specific number of staffing to each agency and unit in accordance with the actual situation of the locality.
Notably, the Ho Chi Minh City People's Committee also proposed that the Ministry of Home Affairs recommend the Government to stipulate that the number of Vice Chairmen of the People's Committee at the commune level in localities with a population of 50,000 or more be arranged to no more than 3 people.
This is to suit the state administrative management situation, population size, socio-economic development characteristics, national security and defense in Ho Chi Minh City...
In addition, the City People's Committee also proposed that the Government soon adjust the regulations in Clause 2, Article 13 of Decree 150 in the direction of increasing the number of deputies of 3 specialized departments.
At the same time, it is proposed to allow the Chairman of the People's Committee of the commune, ward, and special zone to decide the number of deputies of each commune-level professional department to create flexibility and initiative in direction and operation.
Propose that the Government amend Decree 118/2025/ND-CP, in the direction of stipulating that the Director of the Public Administration Service Center is a full-time civil servant (equivalent to a department head) instead of the current Vice Chairman of the Commune People's Committee to concurrently hold the position to ensure that the management and operation of the center is regular, continuous, and close, associated with timely handling of daily work and arising issues in resolving administrative procedures for people, organizations and businesses.
Proposal to add staff for construction and urban order
For Ho Chi Minh City in particular and developing urban areas of the country in general, currently the management of construction order and urban order is facing many difficulties.
Therefore, it is recommended that the Ministry of Home Affairs pay attention and report to the Government for consideration, allowing Ho Chi Minh City to increase the number of positions associated with job positions for civil servants of commune-level authorities. Including adding 5-7 positions for civil servants in state management of construction order, urban order, and sidewalks.
It is recommended that the Ministry of Home Affairs coordinate with the Ministry of National Defense to guide the implementation of allocating and arranging to strengthen military forces at defense zone commands to work at the commune-level Military Command to effectively carry out defense and military work in the locality.
