Ho Chi Minh City: Receiving and assisting Vietnamese citizens expelled and returned by foreign countries

The People's Committee of Ho Chi Minh City has just issued a decision on receiving Vietnamese citizens abroad who have been deported and returned to Ho Chi Minh City but have no clear place of residence, living conditions or sponsor.

Accordingly, these subjects will be temporarily cared for and nurtured at public social assistance facilities such as the Social Support Center, the City Youth Social Work and Vocational Education Center, the Hiep Binh Chanh Disabled Support Center, etc. In addition, facilities under the Youth Volunteer Force and the City Police will also participate in supporting reception, ensuring security and order.

According to regulations, the maximum care and nurturing period is 90 days. If after this period the citizen cannot be returned to his family or community, the authorities will consider appropriate solutions to ensure the rights of the recipient. During their stay, they will enjoy social assistance regimes according to current regulations.

Ho Chi Minh City Police are responsible for verifying identity, guiding paperwork and coordinating the preparation of files to send subjects to social assistance facilities. The Department of Health guides the management and medical care, while the Department of Finance ensures funding for implementation. The Department of Foreign Affairs is responsible for coordinating with diplomatic and consular agencies to carry out citizen protection work.
