Due to heavy rain in the upstream, this morning, irrigation and hydroelectric reservoirs in Hue City continued to regulate water downstream to increase flood prevention capacity. Currently, irrigation and hydroelectric reservoirs in the area are safe. At 7:00 a.m. this morning, the water level of Huong Dien Hydroelectric Reservoir was +53.34m, the inflow to the reservoir was 636m3/s, the flow to the downstream was 301m3/s; Binh Dien Hydroelectric Reservoir was +75.81m, the inflow to the reservoir was 174m3/s, the flow to the downstream was 152m3/s; Ta Trach Reservoir was +28.90m, the inflow to the reservoir was 354m3/s, the flow to the downstream was 290m3/s.


In the morning of the same day, low-lying coastal areas and Tam Giang lagoon in Hue city were still partially flooded. Some inter-village, residential group and inter-commune roads of 7 communes and wards including Dan Dien, Quang Dien, Hoa Chau, Thuan An, Loc An, Thanh Thuy, Vinh Loc, Hue city were flooded from 0.3-0.5m; some places were flooded 0.8m deep such as Mai Duong village, Lam Ly village, Phuoc Ly village (Quang Dien commune); Ha Trung village, Thuong Tay village (Thuan An ward).


According to CAND Newspaper reporters, as of this morning, some residential groups in the coastal area of Thuan An ward, Hue city are still flooded due to high tides and rising river water. In particular, Tan Lap group, Thuan An ward is one of the low-lying residential areas located next to Thuan An estuary, so it is the most heavily flooded. Houses of households here are flooded from 0.4 to 0.5m.
Mr. Nguyen Cu said: “Every day, high tides occur twice, once at noon and once late at night, combined with floodwaters, causing this residential area to be deeply flooded in the past two days. My house is flooded 0.5m every time there is a high tide, so I have to put my furniture up high to avoid damage.”


In this area and some low-lying residential groups in Thuan An ward, yesterday, Thuan An ward police and local authorities assigned police officers to help people raise their property and guide the elderly and children to move to a safe place.

In particular, due to the impact of consecutive storms and storm No. 12, many coastal areas and roads in the mountainous areas of Hue City have been severely eroded. Specifically, the coastline in Thuan An Ward continues to be eroded through Hoa Duan residential group with a length of 1 km, eroding 50 to 70m deep into the mainland, affecting essential infrastructure works, tourism services and the risk of opening a new sea gate. The coastline through Vinh Loc Commune is 2km long, the coastline erodes 10-30m deep into the mainland, affecting Provincial Road 21, essential infrastructure works, and the risk of opening a new sea gate.

On the afternoon of October 23, Mr. Nguyen Van Hiep, Chairman of the People's Committee of Phu Loc Commune (Hue City), said that due to the impact of storm No. 12, heavy rain, high tides and big waves occurring in the area, the coastal road of Hai Binh (old Loc Binh commune) is at risk of being washed out to sea, causing disruption to the travel of people living in the area.

According to the reporter's records at the scene, high tides and big waves have eaten deep into the foundation of the road in Hai Binh area, damaging the rock cage system and embankment protecting traffic works near Tu Hien estuary, over a length of about 30 meters, creating a frog's jaw that has eaten deep into the inside of more than 1 meter. This is the location where serious landslides occurred over a length of nearly 250 meters during the storm season last year. In addition, big waves and high tides also created a new erosion point on this road, near the old landslide location, with a length of about 50 meters, only 1 - 2 meters from the roadbed. It is known that the eroded road section is the only coastal route of Phu Loc commune leading to Hai Binh village, where more than 60 households currently live.
In order to avoid the risk of isolating residents when the road is damaged by waves, the commune government has had an immediate response plan. The local government has mobilized the police, military , border guards and people to set up warning signs, barricades and ropes to cordon off dangerous areas, restricting people and vehicles from passing through to avoid danger.
In Khe Tre commune, there have been a number of landslides. In particular, at the turn from the highway to the center of Khe Tre commune, the slope of the slope has collapsed. The locality has coordinated with the Ho Chi Minh Road Project Management Board to deploy a treatment plan and prevent vehicles from passing through this area. At Pass No. 5, Loc Hung village is at high risk of landslides, which could isolate about 40 households. The locality has developed a plan to evacuate to ensure safety. The central area of the commune, adjacent to the landslide site between Da Phu and Ha An villages (38 households) and village 2 (27 households).
To ensure the safety of life and property for people in low-lying, flooded and landslide-prone areas, communes and wards in Hue City have evacuated and relocated 383 households/1,064 people in the communes of Chan May Lang - Co, Loc An, Vinh Loc, Quang Dien, Hoa Chau, Phu Vang, Khe Tre, A Luoi 5, Phu Loc to safe places.
