HCMC: People over 60 years old are exempt from periodic health check-ups

The Ho Chi Minh City People's Committee has just issued a plan for health check-ups and early detection of non-communicable diseases in the elderly in the city from now until the end of 2025 and the following years.

The plan aims to ensure that every elderly person in the area receives regular health check-ups, promptly detects and manages treatment of non-communicable diseases, establishes electronic health records, thereby identifying health and disease patterns, proactively intervening early to increase efficiency, reduce treatment costs, and contribute to improving the quality of life for people.

Accordingly, all elderly people (aged 60 and over) living in Ho Chi Minh City will have a periodic health check-up once a year. The cost of health check-ups is paid by the city budget. All elderly people in the area must be examined and fully evaluated in all specialties according to the examination form, and have paraclinical tests performed according to the instructions of the Department of Health.

In case of not performing paraclinical tests, it is necessary to explain clearly to the elderly, state the reason and the elderly must sign the confirmation. The elderly must receive the health examination results within 24 - 48 hours after the examination and be advised, guided on treatment or transferred to the hospital for treatment (in case the facility does not have enough facilities and equipment) when there are signs of suspected diseases.

The Ho Chi Minh City People's Committee requested the Department of Health to comprehensively implement periodic health check-ups for the elderly in the city. Assign medical centers to coordinate with general hospitals and clinics to organize health check-ups for the elderly. Organize training and provide professional guidance for medical staff and collaborators participating in the program on health check-up procedures, non-communicable disease screening and updating data into electronic health records to ensure quality, on schedule and compliance with professional regulations.

Direct health centers and health stations to coordinate with the People's Committees of wards, communes, and special zones to use national population data to organize screening and make a list of elderly people actually residing in the area, as a basis for developing a suitable health examination plan...

Assign the Department of Science and Technology and the City Digital Transformation Center to coordinate and guide the Department of Health in deploying information technology solutions to serve the health examination of the elderly. In addition, support the Department of Health in integrating and connecting health examination data for the elderly into the city's shared data warehouse to serve the management, monitoring and analysis of health information in the area.

The People's Committees of wards, communes and special zones shall preside over the coordination of reviewing, comparing and making a list of elderly people actually residing in the locality based on the population database provided by the police. Assign specific responsibilities to the Head of the residential area, Head of the hamlet, organizations and population collaborators in updating and verifying information about elderly people in the community. Periodically every month, compare the list of elderly people who have and have not participated in health check-ups, continue to mobilize, invite and send additional invitations to ensure maximum coverage...
