Deploying breakthrough solutions for social housing development

On the morning of October 11, Comrade Pham Minh Chinh, Politburo member, Prime Minister, Head of the Central Steering Committee on housing policy and real estate market, chaired the second meeting of the Steering Committee. The conference focused on discussing breakthrough development of social housing.

Provincial leaders and departments and branches attended the online conference at Ninh Binh bridge.

Also attending the meeting were comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister , Deputy Head of the Steering Committee; leaders of ministries, central agencies; representatives of corporations, enterprises, and commercial banks.

The meeting was connected online with 34 bridges in provinces and centrally-run cities. At the Ninh Binh bridge, comrade Tran Anh Dung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, and relevant departments, branches and sectors attended the meeting.

According to the report of the Ministry of Construction , up to now, the whole country has 696 social housing projects that have been and are being implemented with a scale of over 637 thousand apartments (reaching 60% of the set target). Of which, 165 projects have been completed, with a scale of 116,342 apartments, 151 projects have started construction, 380 projects have been approved for investment policy. In the first 9 months of 2025 alone, 73 new projects have been started, with a scale of 57,815 apartments.

In Ninh Binh province, updated from 2021 to October 7, 2025, 31 projects with 28,348 apartments have been implemented. Of which, 4 projects have completed construction and 1 project has completed 4/11 buildings with a total of 3,146 apartments; 11 projects are under construction with 9,459 apartments; 16 projects have been approved by the Provincial People's Committee for investment with a total of 15,743 apartments. Ninh Binh is one of 16 localities nationwide that the Ministry of Construction assesses as having a high possibility of achieving and exceeding the assigned targets.

At the conference, delegates focused on discussing solutions to increase the supply of social housing and commercial housing. In particular, they focused on issues related to creating conditions for "clean land funds", preferential mechanisms to attract potential businesses to invest in social housing; procedures and subjects of social housing ownership. The conference also spent time giving opinions on perfecting and building a model of a real estate transaction center and land use rights established by the State.

Concluding the meeting, the Prime Minister Pham Minh Chinh acknowledged and commended the provinces and cities that have achieved and exceeded the social housing plan targets in 2025. The Prime Minister emphasized that to improve the quality of life of the people, the core of which is housing, especially for workers and poor laborers, localities need to "match words with actions, do real work, and be effective", so that people with housing difficulties can realize their dream of settling down.

The goal of completing 100,000 social housing units by 2025 is a big challenge, requiring breakthrough solutions. In addition to 22/34 localities expected to achieve and exceed the assigned social housing target, 8/34 localities are having difficulty completing the assigned target. The Prime Minister requested that in the coming time, the Ministry of Construction, the Tax sector, and credit institutions should promptly accept the recommendations of localities to promptly resolve difficulties so that businesses and people with housing difficulties can access capital to invest in social housing projects and own houses in the most convenient and fastest way, but not to take advantage of policies...

Localities must also have solutions to increase the supply of social housing in the coming years, and at the same time must have drastic and strong measures to prevent speculative behavior, ensuring that social housing policies serve the right people in need, including those who have difficulty finding housing and are poor.
