On the morning of October 11, the Committee on Culture and Social Affairs opened its third plenary session. Member of the Party Central Committee and Chairman of the Committee on Culture and Social Affairs Nguyen Dac Vinh chaired the session.

Speaking at the opening of the meeting, Chairman of the Committee on Culture and Society Nguyen Dac Vinh said that in the upcoming 10th Session, the Committee on Culture and Society was assigned to preside over the examination of 7 draft laws, 4 Resolutions, and 8 Government reports. These contents are associated with many important regulations and policies, which have a great impact on the development of education and training in the country and on social life.

“Many major issues regarding education are being raised, requiring careful consideration. The biggest issue at present is not only the story of law-making but also how to organize implementation to bring about real effectiveness. Along with legal regulations and policies are inspection and supervision, the key is to ensure the quality of education,” emphasized Chairman of the Committee on Culture and Society Nguyen Dac Vinh; at the same time, he asked delegates to study and contribute ideas to complete the Committee's review report.

On the morning of October 11, the Committee on Culture and Society gave opinions on three draft laws: the Law amending and supplementing a number of articles of the Law on Education, the Law on Higher Education (amended) and the Law on Vocational Education (amended).

According to Chairman Nguyen Dac Vinh, adding vocational secondary schools to the national education system is a new model to improve the efficiency of student streaming. Adding the vocational secondary school model comes from practical requirements to create conditions for students after junior high school to have more options, both to continue studying the general high school program and to learn vocational skills.

According to Chairman of the Committee for Culture and Society Nguyen Dac Vinh, the biggest problem today is not only the story of law making but also the organization of effective implementation.

In reality, the national education model can be designed in two ways: one is to follow the academic path, from junior high school to high school, university and higher education levels; the other is the vocational education model, developing vocational training associated with the elementary, intermediate and college levels. These two paths must be parallel and interconnected. From there, it is necessary to carefully study major policies related to streaming and universalizing high school.

Regarding the implementation of the goal of universalizing high school education, Chairman Nguyen Dac Vinh said that it is necessary to set out in detail the implementation time in the context of the number of high schools being much smaller than that of junior high schools. At the same time, it is necessary to survey and carefully evaluate the transition plan from junior high school to high school, as well as research policies on schools and teaching staff to meet the goal of universalizing high school education...

Besides, with the implementation of unified use of a set of textbooks nationwide, it is necessary to research and have a plan for the sets of books that have been worked on by many teams of experts, educators, and teachers and still have great reference value.

Through discussion, delegates assessed that the three draft laws have basically and fully institutionalized the major policies of the Party and State on breakthroughs in education and training development, meeting the goals of human resource development in the new context.

Regarding the draft Law amending and supplementing a number of articles of the Law on Education, some opinions suggested continuing to review the provisions of the draft Law related to the content of decentralization and decentralization of state management in the field of education and training in accordance with fundamental changes in management thinking, administrative reform of two-level local governments, and restructuring the apparatus according to the Party's policy.

National Assembly Delegate Nguyen Duy Minh ( Da Nang ) pointed out voters' concerns about many existing problems in education today such as knowledge-heavy programs, limited facilities, problems with post-secondary education, teacher shortages, school violence, drugs, etc.

Regarding the draft Law on Higher Education (amended), it is recommended to carefully review Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development to fully institutionalize a number of policies and orientations related to the requirement of "ensuring the State plays a leading role, taking public investment as the leader, attracting social resources for comprehensive modernization of the national education system"; on focusing on investment in developing a number of high-quality health training facilities at the regional level.

National Assembly delegate Nguyen Thi Thu Dung (Thai Binh) said that the draft Law on Vocational Education should consider allowing higher education institutions to train at college level.

Regarding the draft Law on Vocational Education (amended), it is necessary to continue updating and reviewing to institutionalize the Party's viewpoints, paying special attention to the four Resolutions of the Politburo on science and technology development; international integration; law making and enforcement; and private economic development related to vocational education activities to focus on quality; ensure fair policies and move towards modern education.

Thanking the opinions of the delegates at the meeting, Deputy Minister of Education and Training Nguyen Van Phuc said that the Drafting Committee will try to research and absorb; at the same time continue to listen to the opinions of experts and scientists to review and complete the 3 draft Laws, ensuring the quality of education and training, meeting the need for high-quality human resources for the country in the new development context.
