Vinh Linh improves the quality of agricultural cooperative activities

Faced with the development of the market, during their operations, most agricultural cooperatives in Vinh Linh district have faced many common difficulties. In order for cooperatives to maintain and expand production and business effectively, in recent years, Vinh Linh district has actively supported cooperatives in proactively innovating methods and models to improve the quality of operations.

In general, the difficulties of agricultural cooperatives in Vinh Linh district are small scale, lack of capital, weak internal capacity, and limited management skills of staff. Production of farming households in many places is still self-sufficient, so the need for cooperation is not high. Most cooperatives only focus on directing production and providing input services such as seeds, materials, fertilizers, plant protection, and internal irrigation, while important services including preservation, processing, and product consumption have not been invested in, leading to a lack of motivation for cooperative development.

Identifying objective and subjective causes, Vinh Linh district actively propagated to create a change in awareness about the role of the collective economy . In particular, cooperatives need to innovate, improve competitiveness and meet service needs to attract members to participate. At the same time, the district directed localities, levels and sectors to strengthen the implementation of many solutions, promptly removing difficulties for cooperatives.

Deputy Head of the Department of Agriculture and Rural Development of Vinh Linh district, Nguyen Huu Quyet, said: “Vinh Linh District Party Committee has issued Plan No. 67-KH/HU dated January 31, 2023 on implementing Resolution No. 20-NQ/TW dated June 16, 2022 (Resolution No. 20) of the 13th Party Central Committee "on continuing to innovate, develop and improve the efficiency of collective economy in the new period"; The District People's Committee has Document No. 210/UBND-NN dated February 22, 2023 on implementing the plan to implement Resolution No. 20. Accordingly, in the past time, Vinh Linh has focused on a group of solutions and specific policies: Continuing to improve the mechanism to encourage and support the development of cooperatives; strengthening the role of the steering committee for innovation and development of collective economy at all levels.

Focus on training a team of cooperative management staff with expertise and organizational capacity. Create favorable conditions for collective economic organizations to borrow capital from the cooperative development support fund to increase capital for operations. On the other hand, reorganize and merge small-scale cooperatives of the same type and field. Support the development of linkage models between enterprises and cooperatives in production, business, and value chain building...

Promoting the internal strength of each cooperative along with the strengthening of the direction for the task of supporting the collective economy from all levels and localities, agricultural cooperatives in Vinh Linh district have more conditions to develop in quantity and improve quality. Currently, Vinh Linh has 77 cooperatives; according to the assessment, 57 cooperatives are operating well, accounting for nearly 75%; the number of cooperatives operating averagely, weakly, not yet evaluated because they were established less than 1 year accounts for more than 25%.

Typical examples of effective agricultural cooperative transformation in Vinh Linh district are Thuy Ba Tay Cooperative, Vinh Thuy commune. Thuy Ba Tay Cooperative is one of five cooperatives in Quang Tri province participating in the Project "Selecting, perfecting, and replicating effective new cooperative models in localities across the country in the period 2021 - 2025".

In addition to providing 9 basic service stages well, Thuy Ba Tay Cooperative grasps new directions, transforms production, applies science, pioneers in forming many concentrated farming areas that bring efficiency, from high-quality rice areas; the world's best rice to large FSC timber forests... Up to now, the unit has a rice growing area of ​​120 hectares; 155 hectares of forest; 325 hectares of small rubber plantations; 60 hectares of industrial crops; 18 hectares of aquaculture... The Cooperative has a total capital of over 5.5 billion VND, with a revenue of about 5 billion VND/year.

Chairman of the Board of Directors, Director of Thuy Ba Tay Cooperative Nguyen Van Lam said: “Previously, like most cooperatives, Thuy Ba Tay Cooperative mainly maintained existing services. But in response to market demands, determining that sustainable development requires self-renewal, the Cooperative has reorganized its management apparatus; built a roadmap and production and business plans to attract and promote internal credit services to create investment capital.

Flexible capital turnover; supplement infrastructure; launch many emulation movements among 5 production teams. Special attention is paid to joint ventures and associations in providing services and ensuring markets for manufactured goods, increasing value on the same unit area...

Diversifying services, industries, exploiting local potential and advantages to promote effective production, the cooperative has received support from its members. Ms. Le Thi Tuyet, a member of Thuy Ba Tay Cooperative, shared: “Our cooperative currently has over 300 members. The cooperative operates effectively, with revenue and profits increasing year by year, contributing to increasing members' income to 57 million VND/person/year. We are confident in our commitment to develop the collective economy and also to increase household income.”

In the coming time, Vinh Linh will continue to promote the development of the cooperative system, aiming to have 85-90 cooperatives by 2030; no more cooperatives existing in form, with prolonged weak operations; at least 50% of cooperatives participating in production linkages according to the value chain. From there, develop the collective economy in a more sustainable and effective direction, promoting local agriculture to grow more and more.
