Da Phuc Commune mobilized more than 10,600 people to protect the dike and evacuate people to safety.

HNP - Faced with the complicated developments of floods, Da Phuc commune (Hanoi) mobilized more than 10,600 people, including 600 military officers and soldiers, along with 34 cars, 4 excavators, tens of thousands of sacks of soil, and anti-overflow tarpaulins to reinforce the dike and prevent landslides.

On the afternoon of October 9, the water level of Cau River in Da Phuc Commune reached 10.03m, exceeding the level III alarm by 2.03m; Ca Lo River reached 9.52m, exceeding the level III alarm by 0.52m. The rapid floodwaters caused many areas in the commune to be deeply submerged, nearly 1,000 hectares of rice and crops were affected, of which more than 430 hectares were outside the main dike; some inter-village and inter-commune roads were cut off, making traffic difficult.

In particular, floodwaters flooded many residential areas outside the Cau River dike. According to the report of the Da Phuc Commune Civil Defense Command, 1,511 households with more than 6,500 people had to evacuate to safe places. Shelters were arranged by the commune at schools, cultural houses, medical stations and high areas in the commune. Police, militia and youth union members were mobilized to support people in moving their assets, livestock and essential items.

The rising river water level has submerged residential areas outside the river.

Faced with the complicated developments of the floods, the People's Committee of Da Phuc commune has activated all response plans. The Commune Civil Defense Command organized 25 inspection teams, closely following the area, mobilizing forces to be on duty 24/24 hours at key locations.

However, due to the increasingly high water level of Cau River, the right dike of Cau River overflowed about 7.5km (from K18+500 to K26+000), the overflow height was from 0.1 to 0.3m. In addition, there was also a phenomenon of dike slope landslide at K17+700 and K8+270, along with the effervescent point at K24+300 Cam Ha village.

Militia participates in reinforcing the dike system

Immediately after the discovery, the commune mobilized more than 10,600 people, including 600 military officers and soldiers, along with 34 cars, 4 excavators, tens of thousands of sacks of soil, and anti-overflow tarpaulins to reinforce the dike and prevent landslides. The rescue forces handled the incident that night, put up warning signs, covered it with waterproof tarpaulins and inserted sandbags to prevent the risk of the dike breaking.

Vice Chairwoman of Da Phuc Commune People's Committee Hoang Thi Ha said that the commune determined the most important task is to protect people's lives. All forces are stationed at the scene, divided into seven areas on duty day and night, handling incidents according to the "4 on-site" motto.

In addition, the commune government promptly provided necessities to the task force and people in flooded areas, including more than 90 boxes of instant noodles, 54 bottles of drinking water, 90 life jackets and hundreds of flashlights, ensuring logistics for dike watch teams and evacuated households.

To ensure safety, Da Phuc commune has mobilized all its forces to reinforce the right dike of Cau Bridge day and night.

The Da Phuc Commune Civil Defense Command said that currently, the forces are still maintaining 100% of their personnel on duty at seven key areas on the level III dike, closely monitoring the water level of Cau River and Ca Lo River to promptly handle any arising situations. The pumping stations: Tan Hung, Cam Ha II, Tang Long, Tien Tao are operating at full capacity to drain water, reducing pressure on the dike system and residential areas.

The People's Committee of Da Phuc commune proposed the City to urgently support materials, equipment and funding for natural disaster prevention and control, especially when the water level of Cau River exceeds the design level (+9.5m). Contingency plans for landslides, dike cracks or prolonged heavy rain after the storm are also being prepared.

Hundreds of people, officers and soldiers day and night reinforced the flooded dike sections on the right side of the bridge, protecting residential areas inside the dike.

“We are determined not to let any household be isolated or lack food. The forces will stay until the water recedes completely, ensuring absolute safety for the people,” Vice Chairwoman of Da Phuc Commune People’s Committee Hoang Thi Ha affirmed.
