In order to minimize the damage caused by flood discharge , on October 1, the commune leaders went to inspect the site and directed the response work to focus on: patrolling and guarding the dike according to the first alarm; strengthening inspection, detecting and promptly handling incidents of dikes, embankments and culverts caused by floods, especially at key weak points of the dike, sections of bad geological dikes, locations with lagoons and ponds close to the dike toe according to the "4 on-site" principle; installing barriers to monitor weak dikes; checking culverts that have had decisions to install reserve piles and culverts that have been completed for a long time, any culvert that has not met flood protection requirements must be immediately reinforced and repaired to ensure the safety of the dike; releasing reserve sluices at all culverts under the river dike, and strictly implementing the regulations on opening and closing culverts under the dike during the flood and storm season according to regulations; resolutely clearing material and goods dumps on the river bank that obstruct flood drainage; Immediately deploy measures to ensure the safety of people, crops, goods and property outside the riverbanks, constructions under construction on the river and along the river; urgently harvest crops and livestock in low-lying areas along the river that are ready for harvest to minimize damage caused by flood discharge; proactively deploy plans to protect key areas of vulnerable dykes, dyke works, prevent overflow of dyke areas and embankments on dyke routes; ensure the safety of people and property to prevent floods combined with high tides causing overflow and breakage of dykes and embankments; deploy plans to evacuate people and property of households living outside dykes and embankments if deemed unsafe to the main dyke; prepare rescue forces and means to promptly respond when requested.
