The Trade Defense Department recommends that relevant businesses closely monitor developments; proactively research and master the regulations, procedures and processes of Mexico's anti-dumping investigation.

According to information from the Department of Trade Defense ( Ministry of Industry and Trade ), on September 30, 2025, the Mexican Ministry of Economy announced the initiation of an investigation to apply anti-dumping tax on some steel wire rope products imported from Malaysia and Vietnam.
According to the Trade Remedies Authority, wire rope is a collection of steel wires twisted in a spiral around a core. Steel wire is the basic component that makes up the wire rope. The diameter of the wire ropes under the investigation ranges from 3.18 to 79.38 millimeters, or from 1/8 to 3 1/8 inches. The wire ropes under investigation are classified under the HS codes: 7312.10.01, 7312.10.05, 7312.10.07, and 7312.10.99.
The petitioner is Deacero, SAPI de CV. The anti-dumping investigation period is from January 1 to December 31, 2024, and the injury investigation period is from January 1, 2022 to December 31, 2024. Mexico intends to use reference prices from domestic sales transactions of the investigated country to calculate the normal value.
According to the Initiation Notice, total imports of this item into Mexico increased by 24% between January 1, 2022 and December 31, 2024, with an increase of 14% in 2023 and 9% in 2024. Malaysia was the main source of imports, accounting for 21%, followed by Vietnam at 17%, the United States at 12%, India at 10.4%, South Korea at 10%, Thailand at 9%, and Germany at 6%. The deadline for interested party registration is 23 working days from the 5th day after the publication of the notice (as of September 30, 2025).
The Mexican Ministry of Economy has sent the Questionnaire to relevant Vietnamese enterprises to collect data for the investigation. Enterprises receiving the Questionnaire may be exporters or manufacturers of goods subject to the investigation. The deadline for submitting responses is before November 7, 2025 (Mexico time).
To effectively respond to the incident, the Trade Defense Department recommends that enterprises producing and exporting related products closely monitor the further developments of the incident; proactively research and master the regulations, procedures and processes of Mexico's anti-dumping investigation and determine a suitable counter-suit strategy for the enterprise.
The Trade Remedies Authority also noted that it would provide full information and cooperate fully with the Mexican Investigation Agency throughout the course of the case. Any act of non-cooperation or incomplete cooperation could result in Mexico using available evidence against the company or applying the highest alleged tax rate to the company.
In addition, businesses should regularly coordinate and update information with the Trade Defense Department to receive timely support./.
