Awareness raising
In order for Resolution 04-NQ/BCSĐ dated January 8, 2019 of the Party Committee of the Provincial People's Committee on "Improving the quality of building and implementing a cultural and civilized lifestyle at the grassroots level in the province" to truly become a large-scale movement, with the power to spread and attract the participation of the whole society, contributing to building a healthy cultural environment in the residential community, each family and individual, the Provincial People's Committee has directed departments, branches, sectors and localities in the province to focus on building a healthy cultural environment in residential areas and a democratic, civilized, dynamic and progressive cultural environment in agencies and units with a focus on effectively implementing the contents of the Movement for the whole people to unite to build a cultural life.
In particular, propaganda work is identified as a key task. On that basis, all levels and sectors in the province have focused on propagating to cadres, party members and people of all walks of life about the tasks, goals and solutions of the Resolution; propagating and disseminating the Party's guidelines, policies and laws of the State, regulations on implementing a cultural and civilized lifestyle in the province; criteria and standards in building and recognizing cultural titles; regulations on implementing a cultural and civilized lifestyle in weddings, funerals and festivals; regulations in village covenants and conventions of residential communities...
All levels and sectors in the province have also diversified forms of propaganda, focusing on propaganda on mass media; visual propaganda; direct propaganda in the community through conferences, training sessions and activities of agencies, organizations and people in residential communities; integrated propaganda through organizing cultural, artistic, sports and other community activities at the grassroots level; compiling, printing and widely distributing propaganda documents; promoting propaganda through social networks, smart applications, newsletters, and electronic information pages of sectors, units and localities.
Thanks to good propaganda work, the awareness of Party committees at all levels, authorities, sectors, organizations, and people of all walks of life in the province about building and implementing a cultural and civilized lifestyle at the grassroots level has had positive changes; many cultural values and codes of conduct have increasingly permeated social life; the awareness of cadres and people about building a comprehensively developed Ninh Binh people, with the characteristics of the friendly, gentle, elegant, hospitable land of Hoa Lu Ancient Capital and building a healthy and progressive cultural environment has been gradually improved, contributing to the successful implementation of major policies of the Party and State on socio -economic development.
Positive changes in community life
After 5 years of implementing Resolution 04-NQ/BCSĐ, dated January 8, 2019 of the Party Committee of the Provincial People's Committee on "Improving the quality of building and implementing a cultural and civilized lifestyle at the grassroots level in the province", the movement of the entire people uniting to build a cultural life has increasingly developed, has a strong influence, arousing the sense of responsibility and dedication of the entire people, promoting the positivity, proactiveness, creativity and internal strength of the people, arousing the spirit of solidarity, strengthening, consolidating and expanding the great solidarity of the entire people for a progressive and humane community and society.
A typical example is the formation of a lifestyle and habit of voluntarily maintaining environmental hygiene in the family and community. All levels, sectors and localities in the province have stepped up propaganda and mobilized cadres, party members and people to form a lifestyle and habit of voluntarily maintaining environmental hygiene; unite to participate in environmental protection, respond to climate change, build environmental landscapes and fight against plastic waste.
8 districts and cities have organized and launched a campaign for the entire population to participate in general environmental sanitation, collect and treat waste and garbage in accordance with regulations, and periodically clean the environment. The movement to build a green, clean, and beautiful landscape has been supported by the people. Each street, hamlet, and each road has an effective self-managed environmental sanitation team. Many localities have established public sanitation service teams, collected garbage, and built an environmental sanitation fund. Maintain and expand movements and models on environmental protection: "Clean Saturday" movement, "Clean houses, beautiful roads", "All people participate in protecting the environment, responding to climate change", "Fighting plastic waste", "Classifying and treating waste with native microorganisms in families and residential areas", "Mobilizing people to participate in preserving and protecting the environment" model; "Clean houses, beautiful gardens" model... creating a green, clean, and beautiful living environment in residential areas.
In addition, the movement to build cultural villages, hamlets, villages, streets, and residential groups associated with the construction of new rural areas and civilized urban areas has aroused and promoted the initiative, creativity and ability of the community in preserving and promoting national cultural identity, good customs, practices, and traditions, building a healthy cultural lifestyle for each person and each community, promoting an increasingly stable and developing economic life. This is the result of the synthesis of many fields of activities in the patriotic emulation movement, attracting the attention of all levels, sectors and the active participation of all classes of people. In 2023, the rate of cultural villages, hamlets, and streets in the whole province will reach 97.56%.
The movement to build culturally qualified agencies, units and enterprises has been widely deployed throughout the province, contributing to building a civilized lifestyle, working style and manners in the workplace; building a green, clean and beautiful workplace and enterprise environment; ensuring occupational safety and hygiene. The registration, evaluation and recognition of culturally qualified agencies, units and enterprises ensure proper procedures, standards and increasingly improved quality. The rate of culturally qualified agencies, units and enterprises in 2023 reached 83.03%.
Thus, the serious and effective implementation of Resolution No. 04-NQ/BCSĐ of the Party Committee of the Provincial People's Committee has created a positive change in community life, contributing to the successful completion of the goals set out by the Party Congress Resolution and the Resolutions of the People's Councils at all levels, improving the spiritual life of the people. That result has also created a great spiritual resource, promoting the sustainable socio-economic development of the province, improving the material and spiritual life of the people.
