Implementing the Prime Minister 's instructions and conclusions at the 15th meeting of the National Steering Committee on IUU, ministries, branches and localities continued to deploy tasks and solutions to combat IUU fishing. Thanks to that, this work in a number of provinces and cities has had positive changes. Regular tasks are maintained, and at the same time, the Prime Minister requested ministries, branches and localities to update and specifically report the results of assigned tasks with completion deadlines.
The Ministry of Agriculture and Environment organized a delegation to inspect the work of combating IUU fishing in Quang Tri; at the same time, it completed the draft Resolution of the Government to enhance the effectiveness and efficiency of combating IUU fishing and the draft Decision of the Prime Minister to complete the National Steering Committee on IUU and the mechanism to control and supervise the implementation of tasks of combating IUU fishing. In addition, the Ministry also organized a working delegation to work with the European Commission (EC) and the EC's Directorate-General for Maritime Affairs and Fisheries (DG-MARE) to discuss the work of combating IUU fishing, the EC's yellow card warning and conduct technical dialogue with DG-MARE to unify the content of Vietnam's progress report on combating IUU fishing to be sent to the EC before October 15, 2025...
Compared to last week, the number of unlicensed fishing vessels continued to decrease by 87; 445 vessels were deregistered, of which Quang Tri had the most deregistered vessels (290 vessels), Gia Lai had 79 vessels, Dak Lak had 24 vessels, and Da Nang had 18 vessels. The number of fishing vessels not qualified to operate decreased by 227 vessels.
To date, the country has 80 fishing ports that have been announced to be open, of which 70 are open to offshore fishing vessels, and 51 are qualified to confirm the origin of exploited aquatic products. 28,032/28,281 (equal to 99.12%) fishing vessels have installed voyage monitoring equipment, a decrease of 15 vessels compared to last week. Since September 29, there have been no official records of fishing vessels violating foreign waters being arrested or handled... According to the representative of the Ministry of Agriculture and Environment, the EC working group will come to work with Vietnam in mid-November 2025.
Implementing the direction of the Prime Minister and the Ministry of Agriculture and Environment, the People's Committee of Ninh Binh province has focused on directing departments, branches and localities to regularly review and update the province's fishing vessel data on the national database of the fisheries sector.
From September 1 to September 5, 2025, deregister 12 vessels due to being sold to other provinces, sunk, or scrapped; create a list of fishing vessels at high risk of violating IUU fishing regulations. The Provincial Military Command is actively implementing a peak period of patrolling, inspecting, and controlling at sea.
The Department of Agriculture and Environment, in coordination with the Provincial Border Guard Command, has directed fisheries surveillance ships and Squadron 2 ships to strengthen patrolling, inspection and control at river mouths and sea areas under the province's management. Strictly inspect and handle violations in the exploitation and protection of aquatic resources, especially those related to combating IUU fishing. From January 1 to October 1, 2025, the total number of ships that have completed procedures for electronic declaration of traceability of exploited aquatic products (eCDT) is 7,281 ships, an increase of 309 ships compared to September 26, 2025...
At the meeting, representatives of localities, ministries and branches clearly stated their determination and efforts to focus on synchronously implementing measures to completely handle existing problems in order to remove the "yellow card" warning during the last EC working session with Vietnam.
Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the sense of responsibility in combating IUU fishing of provinces, cities, ministries and branches, especially the Army, Public Security, and the Ministry of Agriculture and Environment. The Prime Minister requested ministries, branches and localities to complete licensing for qualified fishing vessels this week.
Strengthen coordination and data connection between ministries, branches and localities to share support in handling related issues, but pay attention to managing these data well. Synthesize types of violations and build strong enough sanctions to handle them strictly. The Ministry of Public Security coordinates with the Ministry of Agriculture and Environment and the Ministry of Justice to focus on thoroughly handling violations.
The Ministry of National Defense coordinates in directing the control and prevention of violations at sea. Provinces and cities review violations and coordinate with functional units to strictly handle violations, reporting implementation results to the National Steering Committee on IUU as prescribed.
