The last two communes in Ha Tinh "sprint" to reach the new rural finish line

Ha Linh and Dien My (Huong Khe district) are the last two communes in Ha Tinh province that have not yet met new rural standards. Localities are rushing to speed up progress to complete the target in 2023.

Together with the people, all levels, sectors and organizations have directly supported localities in implementing the criteria.

In order to raise people's awareness and mobilize all forces, focusing on the task of building new rural areas, Ha Linh and Dien My communes launched a peak campaign from August 2023. In Dien My commune, 11/11 village units and mass organizations simultaneously launched the campaign with nearly 11,000 participants.

Thanks to that, over the past 3 months, the commune has upgraded 8 houses and dozens of kitchens, septic tanks, and bathrooms; renovated hundreds of household gardens and upgraded hundreds of livestock barns and wastewater treatment pits; people also bought waste sorting bins, planted green fences and shade trees on the roads...

Dien My commune strives to invest in upgrading infrastructure to complete the criteria.

In particular, the whole commune has renewed 888m of concrete roads and poured aggregate for 175m of traffic roads; built 264m of drainage ditches, 135m of intra-field canals. In addition, the focus is on clearing corridors, spreading, cleaning; installing lighting, billboards, and posters on the roads.

Mr. Hoang Xuan Tan - Party Secretary, Chairman of Dien My Commune People's Committee shared: "Localities and organizations launched with great enthusiasm. Along with that, organizations and units at district and provincial levels also directly supported the locality in terms of cash, goods, and working days, so the overall progress was accelerated. Through the assessment of the locality, up to now, we have 15 criteria that have met the standards, the remaining 5 criteria have also reached 70 - 85% (traffic; schools; cultural facilities; environment and food safety; model new rural residential areas)".

Thanks to that, the locality has 4 more criteria to meet the standards compared to the beginning of the year.

However, in general, the remaining workload of localities is still quite large. Meanwhile, the floods in October and November have greatly affected the overall progress of localities.

Chairman of the People's Committee of Ha Linh Commune, Bui Ngoc Du, said that during the flood in early November, the entire commune had 26 roads with 9.5 km of pavements eroded. The flood also killed 3.7 km of green fences, damaged more than 350 shade trees on the roads; the environment, landscape of village roads, alleys, commune and hamlet sports grounds, household gardens, houses... were affected by mud and soil. In the coming time, along with overcoming the consequences of natural disasters, we will focus on completing the remaining criteria (traffic; schools; cultural facilities; environment and food safety; model new rural residential areas).

According to the assessment of localities, the goal of completing the NTM criteria in 2023 is completely feasible. The criteria and each task have now been developed with a specific roadmap and implementation plan.

Secretary of Huong Khe District Party Committee Nguyen Thanh Dien said that in recent times, the provincial and district levels have always paid attention to and prioritized resources to support and sponsor the two last-group communes in implementing the new rural criteria. Thanks to that, in general, the communes have achieved many important results, people's awareness has changed significantly and they have taken drastic action.

Huong Khe district leaders inspected and urged Ha Linh and Dien My communes to urgently complete the new rural criteria.

However, through inspection and assessment of the reality of the Standing Committee of the District Party Committee, it shows that the remaining workload is still large while the remaining time is very little. To reach the NTM target by the end of 2023 as planned, the district has requested communes to proactively review the workload, develop detailed and specific plans (volume, work, resources) to implement the unachieved criteria. Pay attention to site clearance work. Focus on disbursing investment capital for NTM construction. Mobilize resources and people's strength to implement the criteria, especially building model residential areas, renovating houses, auxiliary works, green fences, environmental sanitation... Coordinate with sponsoring and supporting units to maximize the effectiveness of resources.

At the same time, the district also assigned district-level departments and branches to focus on supporting and helping Ha Linh and Dien My communes to complete the criteria; the District People's Committee considered supporting funding to repair a number of works severely affected by natural disasters.
