Kinhtedothi - Hanoi City Police proactively reorganizes and streamlines the local police apparatus, not organizing district-level police. In this reorganization, 59 leaders and commanders applied for early retirement, 10 department heads and equivalent positions applied for lower positions.

On February 20, Hanoi Police informed that, implementing the policy of streamlining the organization, Hanoi Police will terminate the operations of 30 district-level police stations. With the spirit of speed, "running and lining up at the same time", recently, the City Police has urgently deployed synchronous solutions to ensure the reorganization process takes place effectively, without affecting professional work, operations and the task of ensuring security and order in the area.

Identifying personnel work as the "key of keys", the Hanoi City Police Party Committee issued Plan No. 270-KH/DUCA dated January 31, 2025 to implement Plan No. 282-KH/DUCA of the Central Police Party Committee on continuing to arrange and streamline the organization of the local police apparatus in the direction of streamlining, effective and efficient operations. At the same time, the City Police also developed Plan No. 36/KH-CAHN-PX01 dated February 10, 2025 on the arrangement of personnel when there is no longer a district-level police organization.

Hanoi City Police are proactive and pioneers in implementing the policy of streamlining the organizational apparatus.

The implementation is under the centralized and unified leadership of the Party Committee Standing Committee and the City Police leadership, ensuring the maximum promotion of the role of Party committees and heads of units. The implementation process takes place quickly, neatly, effectively, without interrupting regular work, without leaving any vacant areas, and without disrupting the apparatus.

Following the direction of the Central Public Security Party Committee and the Ministry of Public Security , the Hanoi City Police have performed well in political and ideological work, creating consensus within the entire force. The process of arranging cadres adheres to the principle of democratic centralism, ensuring publicity, transparency, objectivity, based on a comprehensive assessment of the qualities, qualifications, abilities, strengths and prestige of cadres.

The Hanoi Police Department pays special attention to arranging officers with innovative thinking, dynamism, creativity, daring to think and act, meeting the requirements of the new development period, while replacing officers with limited capacity. The personnel arrangement is also carried out synchronously with the personnel preparation for the Party Congresses at all levels in the City Police Department, in accordance with Directive No. 35-CT/TW of the Central Executive Committee and the plan to organize Party Congresses at all levels of the Hanoi Party Committee.

In addition, 10 comrades, Department Heads and District Police Chiefs, asked to hold lower positions.

This demonstrates a high sense of responsibility, putting the collective's common interests above personal interests, and affirms the consensus of the leadership and command team in the entire force on the policy of streamlining the organizational apparatus of the Party, State and Public Security sector.

After nearly a month of implementing Plan No. 282 of the Central Public Security Party Committee and Plan No. 270 of the City Public Security Party Committee, the process of restructuring the apparatus has achieved positive results, demonstrating the proactiveness and exemplary leadership of the Hanoi City Public Security.

According to the City Police, streamlining the organizational structure and eliminating district-level police will help improve the efficiency, effectiveness, and performance of the Capital Police, better serve the people, and create maximum convenience for the development of Hanoi in particular and the country in general.
