On the morning of September 24, Hanoi City Police informed that at around 3:00 a.m. on September 5, at the To Lich River embankment (opposite 584 Lang Street, Lang Ward), the Yen Xa wastewater treatment system project management board discovered a trace of waste suspected to be septic tank feces being discharged directly into the manhole, flowing straight down the river.

It is estimated that the volume of waste is up to about 50m³, causing a strong odor and seriously polluting a large area. In particular, the illegal discharge also damaged the project's infrastructure by causing the drainage pipes to collapse. This serious incident not only affects the living environment of the people but also goes against the drastic policy of Hanoi City in cleaning up the To Lich River.

Upon receiving the report, the Economic Police Department began to verify and investigate. Through the verification and review process, the police determined that the tanker with license plate 30L-573.96 recorded by security cameras belonging to the Hanoi Urban Drainage Environmental Sanitation Company Limited had illegally discharged waste into the To Lich River through the manhole system.
This is a company founded in 2018 by the couple Nguyen Khac Dao (born in 1982) and Chu Thi Vang (born in 1983).

During the investigation, the suspects confessed that Dao and his wife's company did not have a license to operate waste treatment and did not sign a contract with any legal treatment unit. Therefore, after pumping the septic tank, Dao directed the driver to transport the waste to illegal locations for dumping.
In the early morning of September 5, following Dao’s instructions, driver Nguyen Duy Cuong dumped waste into the To Lich River twice. The police are currently consolidating the case file for processing.
