'Algeria plays an active role in the process of building the Hanoi Convention'

Vietnamese Ambassador to Algeria Tran Quoc Khanh said Algeria has played an active role, chairing the negotiating group in many important stages of the process of building the Hanoi Convention.

In a recent television program broadcast in Algeria, Vietnamese Ambassador to Algeria Tran Quoc Khanh had an open and frank discussion about the cooperative relationship between the two countries, as well as Vietnam's role in the process of building and perfecting the Hanoi Convention against Cybercrime - an international legal document of global significance sponsored by the United Nations.

Ambassador Tran Quoc Khanh said the signing and ratification ceremony of the Hanoi Convention will take place on October 25-26 in Hanoi, with the participation of more than 100 United Nations member states.

This is the result of 6 years of intense negotiations since 2019, aiming to build a comprehensive legal framework to help countries coordinate effectively in preventing and combating cross-border cybercrime, protecting a safe and healthy digital space for the international community.

The Ambassador said that Algeria has played an active role, chairing the negotiating group in many important stages of the process of developing the Convention. This active participation reflects Algeria's commitment to promoting international cooperation on cyber security, while also contributing to strengthening Africa's position in global affairs.

According to the Ambassador, from the beginning, the discussion process encountered many difficulties due to differences in viewpoints and development conditions between countries. Some countries approached the issue from an economic perspective, while others considered it from a social or technical perspective. However, in the spirit of dialogue and cooperation, the parties agreed on a comprehensive solution that harmonized the interests of all parties.

The Hanoi Convention will include legal and technical cooperation mechanisms, such as information exchange, investigation assistance, criminal extradition, recovery of illegal assets and sharing of experiences in training and capacity building of human resources in the field of cyber security.

In particular, the Convention pays special attention to developing countries, through financial support mechanisms, technology transfer and human resource training, helping to narrow the global digital gap.

When asked about the possibility of forming a “digital Interpol,” Ambassador Tran Quoc Khanh said: “The Convention does not replace existing mechanisms, but creates a unified legal foundation, helping international organizations such as Interpol or the United Nations coordinate more closely in exchanging data and handling cybercrime. Each country retains its judicial sovereignty , but can participate in a common cooperation system to increase efficiency in investigating and prosecuting crimes."

In addition to the content of the Hanoi Convention, Ambassador Tran Quoc Khanh spent a lot of time talking about the traditional friendship between Vietnam and Algeria. The two peoples have a common history of fighting against colonialism, suffered much pain during the war, and both gained independence with a strong will and spirit of self-reliance.

The Ambassador emphasized: “That is a priceless spiritual heritage, connecting the two nations across geographical distance. Today, we have the responsibility to jointly cultivate that relationship in peacetime, through development cooperation, sharing experiences and supporting each other on the path of industrialization and modernization."

According to Ambassador Tran Quoc Khanh, the two countries can promote cooperation in three key areas including agriculture and food security, healthcare and pharmaceutical industry, along with digital transformation and energy.

Algeria is aiming for food self-sufficiency, while Vietnam is one of the world’s leading exporters of rice, coffee, cashew nuts and many other agricultural products. The two sides can exchange experiences, transfer technology and modern farming techniques, aiming to develop a green, sustainable agricultural model.

In the field of medicine and pharmaceuticals, both Vietnam and Algeria have a good foundation in pharmaceutical production and natural medicine research. The two countries can cooperate in the production of drugs, biopharmaceuticals, as well as the development of products from traditional herbs, contributing to improving the quality of public health care.

In addition, cooperation in digital transformation and energy also opens up many prospects. Vietnam is strongly implementing the digitalization program, while Algeria has great potential in oil, gas and renewable energy.

Currently, the two countries are cooperating in an oil and gas exploitation project between the Vietnam National Oil and Gas Group (Petrovietnam) and Algeria's Sonatrach, and in the future, cooperation may be expanded to the fields of clean energy and digital technology for sustainable development./.
