Accompanying the people
An Dung Village 2 has 138 households with 521 people, more than 98% of whom are H're ethnic people. Recently, the village Party Cell has assigned 22 party members to be in charge of 22 household groups, directly propagating and guiding people to participate in projects under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas; sustainable poverty reduction supported by the State. This approach has helped many households escape poverty and improve their lives.

In 2023, within the framework of the National Target Program on Sustainable Poverty Reduction, the People's Committee of An Dung Commune (old) coordinated with Bidiphar Organic Medicinal Materials One Member Co., Ltd. (Biormed) to implement a project to link up the planting of Gymnema Sylvestre. Responding to the project, party members mobilized 18 poor households in An Dung Village 2 to participate in planting 0.9 hectares, contributing to job creation and improving livelihoods.
A typical example is the household of Mr. Dinh Van Ham (43 years old, H're ethnic, in An Dung village 2), who was previously a poor household, with an economy that only depended on 1.5 sao of rice and 1 hectare of acacia. After participating in the project, he planted 2 sao of spoon trees, harvesting 3 crops a year, helping his family have a new source of income.
According to Mr. Dinh Van Dep, Party Cell Secretary of An Dung Village 2, the assignment of Party members to be in charge of household groups has been clearly effective. Party members are both a bridge to bring policies into life and an exemplary role in mobilizing people to apply techniques and borrow policy credit to convert crops and livestock. Thanks to that, the number of poor households in the village has decreased sharply, from 59 households (early 2024) to 16 households, affirming the core role of Party members.
In village 1, many households previously lacked land for production. At the end of August 2024, the People's Committee of An Lao district (old) awarded 20 forestry land use right certificates (50 years) to 20 households with a total area of 18.1 hectares for cultivation. Immediately after that, local party members mobilized people to borrow policy credit to plant hybrid acacia and intercrop new agricultural crops. Thanks to that, people have the conditions to expand production, increase income, and sustainably reduce poverty.
Ms. Dinh Thi Deng (33 years old, H're ethnic, in village 1) shared: "As a party member, I always remind myself to take the lead, set an example in labor production so that people believe and follow. Not only do we propagate, we also work with the people, provide technical guidance, and share experiences. Seeing each household boldly borrow capital, plant forests, and gradually escape poverty, I understand more clearly the responsibility of a party member to truly accompany the people so that the village can change more and more."
Focus on developing a source of successor party members
According to Mr. Dinh Van Lanh - Head of the Party Building Committee of An Vinh commune, developing party members, especially among ethnic minorities, is an important criterion in the annual evaluation and classification of party organizations. Right from the beginning of the year, grassroots party organizations have reviewed and grasped the source of union members, elite masses, militia and self-defense soldiers, good farmers, etc., ensuring age and qualification standards to train and create a source of developing new party members.

The whole commune currently has 29 grassroots party organizations (18 village party cells, 1 police party cell, 1 military party cell, 1 health party cell, 6 school party cells and 2 agency party cells). In the period of 2020 - 2025, the party cells admitted 128 new party members, reaching a rate of 3.4%/year, bringing the total number of party members to 737 comrades.
Ms. Dinh Thi Xinh (H're), Secretary of the Party Cell of Hamlet 4, An Trung, said: "We focus on discovering positive factors in local production and labor movements; at the same time, we strengthen propaganda and education about revolutionary ideals, and encourage the spirit of striving to join the Party. Only then can we ensure the source of successors and improve the fighting strength of the Party Cell."
Mr. Trinh Hong Vinh, Standing Deputy Secretary of the Party Committee of An Vinh Commune, said: “In the 2025-2030 term, An Vinh Commune aims to recruit new Party members at an average annual rate of 3-4% compared to the total number of Party members. The Party Committee of the Commune will focus on promoting the spirit of setting an example and responsibility of each Party member, both creating sources and nurturing elite masses, and taking the lead in socio-economic development movements, directly guiding and accompanying the people. With that determination, An Vinh will exploit its potential well, promote its internal strength, and strive to help the commune escape poverty before 2030.”
