Because of a prior appointment, comrade Doan Duy Viet, Party Secretary and Chairman of the People's Committee of Le Loi Commune (Gia Loc) had to rearrange his work to receive us. He had served two terms as Chairman of the People's Committee of the Commune, but since taking on both positions in 2020, comrade Viet said he was often overloaded with work. The weekly work schedule often had to be changed because there were many meetings and conferences arising in the district requiring the commune leader to attend. As Chairman of the People's Committee of the Commune, comrade Viet also had the duties of Chairman of the Policy Council, the Commune Military Service Council, etc., so the workload was large. Le Loi Commune only had one Vice Chairman of the People's Committee, so it was inevitable that there would be times when he missed out on handling administrative procedures for the people. "There are some procedures that require the Chairman of the People's Committee to sign directly for confirmation. On days when there is a busy meeting at the district, it must be left until the end of the working day to be resolved. If it is urgent, the commune official must bring it to the district for me to review and sign. There have been many times when I had to ask for permission to resolve work at the commune, or even skip meetings and leave early," comrade Doan Duy Viet shared.

Comrade Vu Huy Cuong is also an experienced cadre working in the locality with 2 terms as Secretary of the Party Committee of Tan Hong commune (Binh Giang). From 2021, comrade Cuong will also take on the position of Chairman of the People's Committee of the commune. According to comrade Cuong, along with the advantages of promoting the leadership role of the head, being decisive and synchronous in deploying and implementing tasks, when the Party Secretary is also the Chairman of the People's Committee of the commune, some problems may arise if the cadre in charge of the task is not dedicated and has limited capacity. "The act of both proposing and implementing policies, if the head of the Party Committee and the government does not practice democracy and control power well, can lead to authoritarianism and arbitrariness. When the Party Secretary is not also the Chairman of the People's Council of the commune, the supervisory role of the People's Council at the grassroots level is also somewhat affected," comrade Vu Huy Cuong added.

According to our research, the reality in the two communes of Le Loi and Tan Hong is also the common situation in many localities implementing the model of Party Secretary concurrently being Chairman of the People's Committee at the commune level. Project No. 02-DA/TU on building a team of leaders and managers at all levels, especially leaders with sufficient qualities, capacity and prestige to meet the development requirements for the period 2021-2030 of the Provincial Party Standing Committee sets a target that by the end of 2025, the whole province will have at least 30% of the Party Secretaries at the commune level concurrently being Chairmen of the People's Committee. However, the whole province only has about 15% of the commune-level administrative units implementing the above model and the trend is decreasing in the localities. Cam Giang has no commune or town implementing the Party Secretary at the commune level concurrently being Chairman of the People's Committee.

According to leaders of some districts, the biggest difficulty in implementing the above policy is still selecting cadres with sufficient qualities, capacity and prestige. A comrade Secretary of the District Party Committee said that when taking on the two positions of Party Committee Secretary and Chairman of the People's Committee, the cadre will be responsible for leading, directing and solving about 80% of the workload in the locality. Therefore, it is not easy to select cadres at the grassroots level who can do this task well.

In reality, many Party Secretaries who are also Chairmen of the People's Committees at the commune level spend more time focusing on, directly handling, and resolving government work; they have not focused on resolving Party work, which somewhat affects the Party's leadership role and the comprehensive role of the leader. "With a large amount of work, cadres must be fundamentally trained, have comprehensive knowledge of both expertise, political theory and state administrative management; at the same time, they must have the ability to handle practical work and have experience in grassroots work to be able to complete assigned tasks well," said Comrade Nguyen Chinh Thong, Head of the Organizing Committee of Gia Loc District Party Committee.

The province is reorganizing the commune-level administrative units. The larger size of the commune level also makes it more difficult for the Party Secretary to be the Chairman of the People's Committee at the commune level.

According to the plan to organize the Party Congress at the grassroots and upper levels, towards the 18th Provincial Party Congress of the Provincial Party Committee, in the next term, Hai Duong has a policy to arrange the Party Secretary to be the Chairman of the People's Committee at the district and commune levels in places that have all the conditions such as localities with reasonable scale; personnel with qualities, capacity, prestige, and the ability to meet the requirements and assigned tasks; approved by the Standing Committee of the Provincial Party Committee. To effectively implement the above policy, localities need to have a thorough assessment of the effectiveness; proactively prepare personnel plans to promote advantages, overcome limitations and difficulties when the Party Secretary is also the Chairman of the People's Committee at the commune level.
