Eager to become a special economic zone

Cat Hai Special Zone was established on the basis of transferring the status quo of Cat Hai district (10 communes, 2 towns), with a natural area of nearly 287 ^km2 and a population of more than 71,000 people. The proposed working headquarters will be located at the current Cat Hai district headquarters. Comrade Bui Tuan Manh, Standing Deputy Secretary of Cat Hai District Party Committee, said that in the public consultations on the establishment of Cat Hai Special Zone, the majority of opinions agreed with the policy of the Party and State.

The event of becoming a special economic zone took place in the last year of the 2020 - 2025 term, bearing many strong development marks of Cat Hai island district. With breakthrough and comprehensive achievements in all aspects over the past 5 years, Cat Hai island district has truly become the city's marine economic focus. The event of Cat Ba archipelago along with Ha Long Bay being recognized by UNESCO as a World Natural Heritage has attracted large tourism investment projects, typically the Cat Ba Central Bay Tourism and Service Area project of Sun Group Corporation with a total investment of more than 12,500 billion VND. On Cat Hai Island, works and projects serving the development of modern high-tech industry have been put into operation and are continuing to be invested in and expanded in scale such as: Hai Phong International Gateway Port project, VinFast Automobile Manufacturing Complex project, Xuan Cau Industrial Park and Duty Free Zone project... This is a solid foundation for Cat Hai special economic zone to continue to grow to become a seaport service center, logistics service center, high-tech industrial park, international tourism center.

Similarly, Bach Long Vi island district has just reached the new rural destination before becoming a special zone. Bach Long Vi special zone was established on the basis of transferring the status quo of Bach Long Vi island district with a natural area of more than 3 ^km2 and a population of nearly 700 people. The headquarters of Bach Long Vi special zone is expected to be located at the current headquarters of Bach Long Vi district.

With the characteristic of a small area and no commune-level administrative units, the conversion of the model into a special economic zone is quite favorable. Along with that, the effectiveness of more than 60 works and projects invested by the Central, city and district in the island district has been promoted, contributing to socio-economic development, closely linked with the implementation of national defense and security tasks, firmly protecting the sovereignty of the sea and islands of the Fatherland. The electricity system, roads, schools and stations are increasingly invested in, cultural and social institutions are completed and upgraded, contributing to improving the material and spiritual life of the people. The comprehensive completion of 9/9 new rural criteria creates a solid premise for breakthrough developments of Bach Long Vi special economic zone in the coming time.

Marking a new development step

From July 1, two special economic zones, Cat Hai and Bach Long Vi, were established, with preferential policies to help simplify the administrative apparatus, increase operational efficiency and create conditions for socio-economic development.

Bach Long Vi plays an important role in the national security and defense strategy, protecting national sovereignty at sea, so the transformation into a special economic zone is Vietnam's strategic orientation to maximize the potential and special position of this island. With a small population and difficult living conditions (lack of fresh water, electricity, and difficult transportation), upgrading to Bach Long Vi special economic zone will increase investment in civil works such as water supply systems, wind power, solar power, schools, healthcare and transportation. At the same time, upgrading the modern transceiver system will improve the quality of internet services on the island, ensuring the ability of the government to transact, increasing the ability of organizations to apply high technology, and increasing the efficiency of fishing by fishermen. This not only improves the quality of life but also attracts more people to the island, strengthening Vietnam's presence in the East Sea. Thereby, promoting the construction of Bach Long Vi special zone to become a center for fisheries logistics and search and rescue in the Northern region, with a developed tourism industry and the development of offshore industrial marine aquaculture according to the policy of the Government and the City People's Committee. In the coming time, the special zone will focus on developing more advantageous services of the island: tourism, maritime, oil and gas, marine medicine, finance and banking services. Thereby, contributing to the realization of the goal of building the outpost island into a strong economic and defense center, affirming the sovereignty of the sea and islands.

In Cat Hai, technical infrastructure has been invested synchronously and modernly, with great advantages to become the most developed special zone in the Northern region. Cat Hai is identified by the Central and the city as a special zone with special mechanisms. The advantage of having Lach Huyen deep-water seaport - the only international gateway port in the North, will turn Cat Hai island into a logistics seaport service center, a modern industrial park. Cat Ba island becomes a national tourist area, an international marine eco-tourism center.

In the coming time, Cat Hai special economic zone needs to actively deploy and organize the implementation of green transformation of "tourism - services - industry"; promote the application of information technology, artificial intelligence, promote green transformation, digital transformation, e-government, centralized data management system and online public services. Focus on human resources, synchronous solutions, improve the quality of administrative reform, build e-government, rank competitiveness index. At the same time, propose competent authorities to issue a marine spatial planning for Cat Hai; mobilize maximum resources for investment in infrastructure development, create a favorable environment to attract investors...
