Accordingly, the Secretariat for the implementation of the Political Declaration establishing the Just Energy Transition Partnership (JETP) held a meeting with the International Partners Group (IPG), the Glasgow Finance Alliance for Net Zero (GFANZ) and UNDP - the agency supporting the JETP Secretariat to update the JETP cooperation situation in the past time, and plan a number of cooperation activities in the coming time in line with the JETP Declaration; effectively contributing to ensuring national energy security, reducing greenhouse gas emissions and promoting support from IPG, GFANZ and international partners.

Deputy Minister of Industry and Trade Nguyen Hoang Long, representing the standing body of the JETP Secretariat, chaired the meeting with the participation of members of the Secretariat, representatives from relevant ministries, branches and domestic agencies: Government Office , Ministry of Finance, Ministry of Foreign Affairs, Ministry of Agriculture and Environment, Ministry of Public Security, Ministry of Science and Technology, Ministry of Construction, Ministry of Justice, and the State Bank of Vietnam; the Corporations: Vietnam Electricity, Vietnam National Coal and Mineral Industries Group, Vietnam National Energy Industry Group, Petroleum and related Departments and Divisions of the Ministry of Industry and Trade.
On the international side, the meeting was attended by representatives of the two IPG co-chairs, Mr. Iain Frew, British Ambassador to Hanoi, and Mr. Rafael de Bustamante, Deputy Head of the European Union Delegation to Vietnam, representatives of embassies of IPG member countries (UK, France, Germany, Norway, Denmark, Canada, Japan, Italy and EU), representatives of GFANZ, EU, Germany and representative of UNDP Vietnam.

At the meeting, delegates heard updates from the parties on the implementation of JETP since the July 2025 meeting, with a total of 45 project proposals submitted by ministries, branches and localities. After reviewing the IPG, GFANZ and the Ministry of Industry and Trade agreed that there would be 37 JETP-compliant projects, bringing the total number of JETP-compliant projects identified to date to 44, with a total capital needed to be mobilized for implementation of over 10 billion USD.
In the list of 7 projects identified in the Resource Mobilization Plan for JETP implementation (RMP), 3 projects have successfully mobilized capital, including a loan of 78 million USD for the project to strengthen the power transmission grid in Binh Duong; a loan of 93 million USD for the project to expand the Tri An hydropower plant and a loan of 557 million USD for the Bac Ai pumped storage hydropower plant project.
In August 2025, IPG submitted 23 project proposals for consideration for inclusion in the JETP project list. These projects are currently being reviewed by ministries and branches. Preliminary results show that of these 23 projects, there are 17 technical assistance projects and 6 investment projects with a total capital of more than 420 million USD from 6 international partners.

At the Meeting, delegates also discussed a number of related contents stated in Resolution 70/NQ-TW dated August 20, 2025 of the Politburo on ensuring national energy security until 2030, with a vision to 2045, and adjusting a number of cooperation activities within the framework of JETP in accordance with the spirit of Resolution 70/NQ-TW.
Representatives of the Ministry of Finance also updated new points of Decree 242/2025/ND-CP on management and use of official development assistance (ODA) capital and foreign concessional loans, removing difficulties and obstacles in accessing ODA capital and concessional loans of JETP projects.
With the support of the UK and the EU Delegation, the Secretariat support agency - UNDP will continue to support the JETP Secretariat operations.
The JETP Secretariat affirms to continue to closely coordinate and cooperate to mobilize resources from international partners to implement a fair energy transition; coordinate and support to remove difficulties and obstacles arising in the process of implementing JETP.
International partners and the Vietnamese side agreed to accelerate the progress of resource mobilization to implement projects within the framework of JETP to contribute to supporting a fair energy transition and ensuring national energy security in the spirit of Resolution 70/NQ-TW. To improve the effectiveness of JETP implementation, the parties agreed to effectively mobilize resources from JETP to focus on major projects in priority areas stated in the Resource Mobilization Plan such as developing new energy, renewable energy, upgrading the power grid system, developing energy storage systems and energy saving./.
