Ensure that military recruitment in 2025 reaches 100% of the target

The Directive clearly states that in 2024, the work of selecting, calling citizens to join the army and performing their duties to join the People's Public Security Forces will be regularly led, directed, and implemented synchronously by the City Party Committee and People's Committee; promoting the role and responsibility of the entire political system, all organizations and individuals in the implementation process; the implementation of the procedures and steps of military recruitment work must ensure compliance with the Law on Military Service (NVQS) 2015, the Law on People's Public Security Forces 2018, amended and supplemented in 2023 and decrees, circulars, and instructions on military recruitment work to ensure democracy, fairness, and publicity; achieving high quality and efficiency, completing 100% of the targets assigned by the Government.

To successfully carry out the military recruitment task in 2025, the Chairman of the Hanoi People's Committee directed Party committees and authorities at all levels to strengthen leadership and direction; promote the role and responsibility of the entire political system, all organizations and individuals in the implementation process; establish (perfect) Military Service Councils at all levels to ensure the correct and sufficient number according to the provisions of law, and be responsible for directing, guiding, inspecting and urging localities to carry out military recruitment work.

The City People's Committee assigned the Hanoi Capital Command (the standing agency of the City Military Service Council) to preside over and coordinate with the City Police, departments, branches and relevant agencies to advise the City People's Committee to direct, monitor, guide, inspect and urge localities to seriously implement the military recruitment work in 2025 in accordance with the Law on Military Service, the Law on Public Security and decrees, circulars and instructions; review the results of the review and grasp the source of citizens of military age of the locality, agencies and grassroots units. Take the lead in coordinating with the Hanoi Department of Health to organize the review of the preliminary selection results and health examination for military service of localities.

The City Police in coordination with the Hanoi Capital Command unify direction and guidance on the organization and implementation of strict military recruitment tasks in accordance with regulations, completing assigned targets. The City Police is responsible for directing local police agencies to coordinate with the Military Command at the same level to review and grasp the source of citizens of military age, not to miss any subjects; direct functional units to assess and ensure political standards for citizens performing military service and performing their obligations to join the People's Public Security according to regulations.

In addition, the City People's Committee also requested districts, towns and cities to direct departments, branches and organizations to proactively develop implementation plans at their level, provide specific and detailed instructions to the grassroots on military recruitment work; ensure proper implementation of steps in the military recruitment process, in accordance with the Law on Military Service and the Law on People's Public Security, ensure democracy, fairness, transparency, complete 100% of assigned targets, achieve efficiency and high quality...
