According to the National Center for Hydro-Meteorological Forecasting, the circulation of storm No. 11 (Matmo) is gradually weakening but still maintains a strong convergence zone of meridional winds, causing the North to continue to have heavy rain, locally very heavy rain today. It is forecasted that the weather will completely clear up by the morning of October 9.

According to the report of this center, since the morning of October 6, due to the influence of the circulation of storm No. 11, the North has experienced moderate to heavy rain over a wide area. From the early morning of October 7, the circulation of the low pressure area weakened by the storm combined with the Southeast wind zone of the subtropical high pressure tongue strongly encroaching from the East, creating a convergence zone of meridional winds running along the provinces of Tuyen Quang, Cao Bang, Thai Nguyen, Phu Tho, Hanoi, Lang Son, Bac Ninh .
Of which, Thai Nguyen and Hanoi are the two localities with particularly heavy rain. Data updated to 9am on October 7 shows that the rainfall in Hoa Thuong (Thai Nguyen) is 526mm, Cay Thi (Thai Nguyen) 462mm, Bo Ha (Bac Ninh) 348mm, Me Tri (Hanoi) 261.6mm, Soc Son (Hanoi) 242.4mm, Tan Tri 1 ( Lang Son ) 224.4mm, Chuc Bai Son (Quang Ninh) 216mm. This is a rare rainfall in recent years, equal to half the rainfall of the entire month of October every year.

Compared with the rains on September 29 and 30, representatives of the National Center for Hydro-Meteorological Forecasting assessed that the two periods had the same rainfall patterns, but were different in intensity and scope. The report stated: "The highest 1-hour rainfall of the period on October 7 in Me Tri (Hanoi) reached 108.2mm - higher than the 101.4mm in Dinh Cong in the period on September 30".
However, according to this center, the rains at the end of September caused more widespread flooding in Hanoi. This time, the rain was mainly concentrated in the inner city and the North of Hanoi such as Me Tri, Lang, Cau Dien, Ha Dong, Dong Anh. Meanwhile, the areas of Ba Vi, Xuan Mai, Son Tay, Chuong My had significantly less rain.

Vietnam's meteorological agency said that the wind convergence is showing signs of weakening. This afternoon, October 7, the North will still have moderate to heavy rain (30-60mm, locally over 100mm), concentrated in Tuyen Quang, Thai Nguyen, and Hanoi.
The rain gradually eased in the evening of the same day. However, in the early morning of October 8, the Northeast region including Lang Son, Quang Ninh, and the Northeast region of Bac Ninh province may see rain again. By the morning of October 9, the rain ended in a large area and the weather stabilized again. From October 10, the weather in the North turned dry, with light sunshine during the day and chilly nights.
