Accordingly, the Chairman of the People's Committee of Thanh Hoa province requested the Provincial Military Command, the Provincial Police, departments, branches, provincial-level units, People's Committees of communes and wards, the Provincial Hydrometeorological Station, the Thanh Hoa Coastal Information Station, investors of hydropower projects and related units to focus on seriously, resolutely and effectively implementing the work of preventing and fighting storm No. 10. At the same time, he requested localities and related departments, branches and units to propagate the developments of storms and floods, request people to limit going out during the time the storm makes landfall, proactively evacuate and immediately relocate households in dangerous areas to safe places, paying special attention to places where there has been land subsidence, places at risk of flash floods, landslides, and not allowing people to return without ensuring safety.
In addition, the Chairman of the Provincial People's Committee also requested localities, departments and branches to continue to call and guide ships still operating at sea to move out of dangerous areas or to storm shelters to ensure safety. Implement solutions to ensure safety for people and ships at anchorages, shelters, and reinforcement to ensure the safety of dykes, dams, especially sea dykes, river estuaries, and vulnerable dams.
The Chairman of the People's Committee of Thanh Hoa province requested localities to proactively arrange forces, vehicles, reserve food, necessities in vulnerable areas at risk of being isolated due to landslides and floods to be ready to support the people, not to let people lack food, lack clothes, hunger, thirst, cold and to deploy rescue work when bad situations occur. At the same time, request units to organize serious 24/24 duty, regularly report the situation to the Provincial Office of Natural Disaster Prevention and Control Command, the Standing Office of the Provincial Civil Defense Command to synthesize and report according to regulations.
Up to now, the number of vessels and boats anchoring at the wharf is 6,525 vehicles/20,524 workers. Currently, Thanh Hoa province has proactively deployed drastic and synchronous measures to respond to storm No. 10 to ensure the minimum damage caused by the storm. The Provincial Military Command and the Provincial Police have prepared forces and vehicles with 4,920 officers and soldiers along with many vehicles and equipment such as 148 cars of various types, 60 motorboats, rubber boats, canoes, and jet skis. The Department of Construction has prepared forces and vehicles including 134 bulldozers, excavators, cranes, and road rollers; 101 cars and 590 people; at the same time, coordinated with localities to direct the organization of guarding at spillways and areas at risk of deep flooding and landslides.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the evening of September 27, 2025, the sea area of the provinces from Thanh Hoa to Quang Ngai had winds of level 6, then increased to level 8-9, near the storm center level 10-13, gusts of level 14-16, waves 5-7m high, threatening the safety of ships and activities at sea, islands, and coastal areas. The storm is forecast to make landfall at the time of high tide, combined with storm surge and large waves that can cause overflow, breakage, landslides of sea dykes, flooding of low-lying coastal residential areas, the storm can cause heavy rain in the Northern and North Central regions, especially in the area from Thanh Hoa to Ha Tinh with total rainfall of about 200-400mm, some places over 600mm, high risk of flash floods, landslides, flooding, traffic disruption in mountainous areas and low-lying areas.
