Proposal to adjust the area where the minimum wage is applied

The Ministry of Home Affairs has completed the draft Decree regulating the minimum wage for employees working under labor contracts, expected to increase by an average of 7.2% from January 1, 2026 (equivalent to an increase of VND 250,000 - 350,000) compared to the current minimum wage.

Specifically, region I is 5,310,000 VND/month, region II is 4,730,000 VND/month, region III is 4,140,000 VND/month and region IV is 3,700,000 VND/month.

Notably, in the draft, the Ministry of Home Affairs said that Decree No. 128/2025/ND-CP dated June 11, 2025 has stipulated the list of localities applying the minimum wage according to the new commune-level administrative unit.

However, after localities operated under the new provincial-level administrative units, some areas of application had been reorganized and changed compared to the time of issuance of the Decree in June 2025. At the same time, Decree No. 128 will expire from March 1, 2027.

The Ministry of Home Affairs drafted a Decree stipulating a new list of applicable areas based on the current list prescribed in Decree No. 128 and reviewed and updated at the request of the Provincial People's Committee. This includes adjustments from region II to region I, from region III to region II, and from region IV to region III.

Specifically, adjusting from region II to region I for many wards and communes in Hai Phong city. Adjusting from region III to region II for some wards and communes in Nghe An, Quang Tri, Khanh Hoa and Hai Phong. Adjusting from region IV to region III for many communes in Quang Tri and Khanh Hoa...

Many workers' salaries increased to 900,000 VND/month.

Currently, the minimum wage in region II is being applied according to Decree No. 74/2024/ND-CP at 4,410,000 VND/month. From January 1, 2026, workers in region II when adjusted to region I are expected to have a salary of 5,310,000 VND/month, equivalent to an increase of 900,000 VND/month.

Similarly, the minimum wage for region III applied under Decree No. 74 is 3,860,000 VND/month. From January 1, 2026, workers in region III when adjusted to region II are expected to have a salary of 4,730,000 VND/month, equivalent to an increase of 870,000 VND/month.

The minimum wage in region IV applied according to Decree No. 74 is 3,450,000 VND/month. From January 1, 2026, workers in region IV when adjusted to region III are expected to have a salary of 4,140,000 VND/month, equivalent to an increase of 690,000 VND/month.

Thus, from January 1, 2026, with the adjustment of the applicable area, workers in many localities will have their minimum wage increased from 690,000-900,000 VND/month.

The Ministry of Home Affairs said that the regional adjustment aims to create a reasonable balance in labor prices between neighboring areas, due to the more developed labor market, the formation of industrial zones and clusters, and significantly improved infrastructure conditions, adjacent to other areas with higher minimum wages.
