The Politburo prepares and introduces personnel to elect four key leaders.

Regulation 377 of the Politburo stipulates that the Politburo is responsible for preparing and introducing personnel to elect the positions of General Secretary, President, Prime Minister, and National Assembly Chairman.

The Politburo has just issued Regulation 377 on decentralization of cadre management and planning, appointment, nomination, suspension, dismissal, resignation, and dismissal of cadres.

Accordingly, Regulation 377 clearly states that the Politburo has the responsibility and authority to prepare and introduce personnel for the Party Central Committee to consider electing the General Secretary, Politburo; Secretariat, Central Inspection Committee , Chairman of the Central Inspection Committee; and to introduce personnel for the National Assembly to elect to hold the positions of President, Prime Minister, and National Assembly Chairman.

The Politburo is also responsible for preparing and introducing personnel to seek the Central Committee's opinion before introducing personnel for the National Assembly to elect and approve for the following positions: Vice President, Vice President of the National Assembly, Deputy Prime Minister, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, member of the National Assembly Standing Committee, Chairman of the Nationalities Council , Secretary General of the National Assembly - Head of the National Assembly Office, Chairman of the National Assembly Committee, State Auditor General, and members of the Government.

The Politburo consults the Central Committee before considering and deciding on the planning of the Party Central Committee, the Politburo, and the Secretariat.

In addition, the Politburo has the right to discipline cadres and other issues related to cadre work under the authority of the Party Central Committee. Decide on work assignments for Politburo members, Secretariat members, and Party Central Committee members (both official and alternate).

The Politburo also has the responsibility and authority to appoint the deputy secretary and members of the Central Military Commission and the secretary, deputy secretary, and members of the Central Public Security Party Committee; to appoint (or pilot appointment) according to the regulations of the Party Central Committee members of the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman, and deputy chairman of the inspection committee of provincial and municipal party committees and party committees directly under the Central Committee.

When necessary, the Politburo appoints a secretary, delegates the acting secretary, or assigns responsibility for a party committee directly under the Central Committee.

Dismissal, resignation, removal from the planning of cadres under authority

The Politburo is also responsible for deciding on assessment, planning, training, fostering, arrangement, assignment, appointment, nomination for candidacy, re-election, designation, transfer, rotation, secondment of cadres; conferring, promoting, demoting, and stripping of general ranks; temporarily suspending, suspending positions; temporarily suspending work, removing from positions, resigning, dismissing, removing from planning; rewarding, disciplining, and implementing regimes and policies for cadre positions within its authority.

The Politburo may authorize the President, Prime Minister, Chairman of the National Assembly, or Standing Secretariat within the scope and field of responsibility for consideration.

Accordingly, the President, Prime Minister, and Chairman of the National Assembly may be authorized to decide on the assignment, appointment, and nomination of candidates for officials under the management of the Politburo to hold titles and positions with concurrent structures of Party Committees directly under the Party Committees of Central Party agencies, the Government Party Committee, the National Assembly Party Committee, the Party Committee of the Fatherland Front, central mass organizations; the Vietnam Fatherland Front, socio-political organizations, associations, friendship parliamentary organizations of Vietnam with other countries, and steering committees according to regulations.

The President, Prime Minister, and Chairman of the National Assembly may be authorized to re-appoint and implement retirement regimes for officials under the management of the Politburo according to regulations (except for members of the Party Central Committee).
