These contents have also been proposed to be included in the draft Population Law that the Ministry of Health is submitting to the Government. At the same time, to implement Decision 588 of the Prime Minister, the Ministry of Health issued Circular No. 01/2021/TT-BYT dated January 25, 2021 guiding a number of contents for localities to promulgate reward and support policies for collectives and individuals who perform well in population work; in which, in provinces in low birth rate areas, based on practice, localities select and decide to reward and support women who give birth to 2 children before the age of 35.
Current population policy encourages couples to have children before the age of 35.
According to Mr. Le Thanh Dung, this cash bonus regulation is proposed to be applied to women who give birth to 2 children before the age of 35 in provinces and cities with low birth rates. Currently, some provinces have also issued resolutions of the provincial people's councils regulating one-time cash support for women who give birth to 2 children such as: Long An (450,000 VND/person); Tien Giang , Bac Lieu (1 million VND/person); Ben Tre, Hau Giang (cash bonus according to the reward regulations).
According to Hanoi Obstetrics Hospital, giving birth to a healthy child also depends on a number of factors such as genetics, environment, lifestyle, etc. A study shows that the most suitable age to get pregnant is from 20 to 34 years old. In terms of the ability to conceive, 20 to 24 is the best age, but in terms of postpartum childcare, women aged 25 to 29 are more favorable due to their more stable psychological and financial abilities. The reason women should give birth under the age of 35 is because the quantity and quality of eggs will gradually decrease over time, conceiving after the age of 35 will be much more difficult to get pregnant naturally. Women under 35 years old are at the best age to get pregnant, so they should try to get pregnant within 1 year of marriage.
According to the Department of Population, a number of population and demographic surveys conducted in Vietnam in previous years showed that localities with high birth rates have early marriage and childbearing ages (from 20 to 24 years old); places with low or very low birth rates have a tendency for young people to marry late and have children late (from 25 to 29 years old).
