The Deputy Secretary of the Hanoi Party Committee said that the city has been approved by the Central Committee to have 75 members for the 18th Hanoi Party Executive Committee, 4 more than the previous term.

On the morning of October 8, the Hanoi Party Committee held a press conference to inform about the plan to organize the 18th Hanoi Party Congress, term 2025 - 2030.

According to the plan, the congress will be held for 3 days, from October 15 to 17, at the National Convention Center. The preparatory session will be held on the afternoon of October 15. The official session will take place on October 16 and 17.

At the press conference, Mr. Ha Minh Hai, Head of the Hanoi Party Committee's Organization Committee, said that the Standing Committee of the Party Committee determined that this was a very important task, not only to evaluate the results and achievements that the Party Committee, army and people of the capital had achieved in the past term, but also to set high requirements for the development of the capital in the context of the country entering a new era, an era of national growth, building an independent, autonomous, rich, prosperous, civilized and happy country.

In response to that request, early on, the Hanoi Party Committee proactively built a general outline, detailed outline, draft documents, organized discussions, and sought opinions in many steps and rounds in the Document Subcommittee, the Standing Committee, the Standing Committee of the City Party Committee, and the City Party Executive Committee.

Determining that the document is not only a product of the Party organization but also a crystallization of the will and aspirations of the people, all levels and sectors, the Standing Committee of the City Party Committee has organized many conferences and seminars, especially conferences to seek opinions from central agencies, experts, scientists , dignitaries, religious figures, artists, intellectuals, etc., to seek written comments from provinces in the Red River Delta, to seek opinions at congresses of affiliated Party Committees and to publish in newspapers, to widely seek opinions from all walks of life.

The draft documents of the congress also update the ideology and guiding viewpoints of the Central Committee and General Secretary To Lam on the new era, the era of national growth, and the strategic resolutions of the Politburo to complete the draft documents submitted to the 18th City Party Congress, ensuring they are concise, easy to understand, easy to remember, easy to do, and easy to check.

Regarding personnel work, Mr. Hai stated that, closely following Directive No. 45-CT/TW of the Politburo, the guidance of the Central Organizing Committee and the Central Party Committees, the City Party Committee has developed and issued the direction for personnel work of the City Party Executive Committee for the 2025-2030 term, clearly defining the number, structure, conditions, and standards for the positions according to regulations.

In Notice No. 91-TB/TW dated August 28, 2025, the Politburo basically agreed with the personnel plan prepared by the Hanoi Party Committee.

Specifically, the number of personnel in the City Party Executive Committee is 75 people; the number of Standing Committee members is 17 people; the number of Standing Committee members of the City Party Committee is 5 people. The personnel work plan has basically followed and implemented according to Directive No. 45-CT/TW of the Politburo and the regulations and instructions of the Central Committee.
