Major emitters have begun conducting greenhouse gas inventories.

(Chinhphu.vn) - Mr. Nguyen Tuan Quang, Deputy Director of the Department of Climate Change (Ministry of Agriculture and Environment) said that action programs on green energy conversion, carbon and methane emission reduction have been implemented, and large emission facilities have begun to conduct greenhouse gas inventories in accordance with State regulations.

Measuring and managing greenhouse gas emissions is an essential requirement.

Mr. Nguyen Tuan Quang, Deputy Director of the Department of Climate Change ( Ministry of Agriculture and Environment ) said that ministries, branches, localities, business communities and financial institutions have actively participated, achieving important initial results.

According to Mr. Nguyen Tuan Quang, after Vietnam committed to achieving net zero emissions by 2050 at the COP26 Conference, many localities across the country have proactively included greenhouse gas emission reduction targets in their annual and five-year socio -economic development plans. In addition, action programs on green energy conversion, carbon and methane emission reduction have been implemented, and large emission facilities have begun to conduct greenhouse gas inventories in accordance with State regulations.

Mr. Nguyen Tuan Quang said that the system of policies and laws related to carbon neutrality has been issued quite fully and promptly in recent times, creating a foundation for implementing commitments on climate change. However, to realize the Net Zero target by 2050, Vietnam needs to continue implementing a number of key groups of solutions.

That is to perfect the synchronous mechanism and policies to promote the low-carbon model, circular economy, and effectively apply carbon pricing tools such as carbon tax, carbon credits and emission trading floors. Vietnam needs to have policies to encourage investment and mobilize financial resources from the private sector to serve the work of responding to climate change. Encourage businesses to convert production technology towards low emissions, develop new technology solutions and clean fuels. Along with that is the role of the media in raising public awareness, creating consensus in the whole society on implementing the Net Zero commitment.

From a scientific perspective, Associate Professor Dr. Mai Van Trinh, Director of the Institute of Agricultural Environment, said that measuring and managing greenhouse gas emissions is an essential requirement if Vietnam wants to move towards a green, sustainable agriculture with the ability to deeply integrate into the international market.

According to Mr. Mai Van Trinh, agriculture currently accounts for a significant proportion of total national emissions, mainly from rice cultivation, livestock farming and the use of chemical fertilizers. The main greenhouse gases include CO₂ from fuel combustion, CH₄ from rice fields and livestock digestion, and N₂O from nitrogen fertilizers and organic matter.

Associate Professor Dr. Mai Van Trinh said that emissions not only affect the environment but also directly affect the productivity, quality and competitiveness of Vietnamese agricultural products in the international market. Major export markets such as the EU, Japan and the US are tightening carbon standards, if not proactively controlled, Vietnamese agriculture will lose its advantage in the global supply chain.

From practical research, Associate Professor Dr. Mai Van Trinh shared some solutions to reduce greenhouse gas emissions in rice cultivation such as applying alternating wet and dry irrigation, using organic fertilizers appropriately, and utilizing straw to produce compost or biochar instead of burning it. These solutions help reduce CH₄ emissions by 30-55%, while improving soil fertility and reducing input costs.

Associate Professor Dr. Mai Van Trinh also emphasized the role of the measurement, reporting and verification (MRV) system in modern carbon governance.

He said that from 2025, Vietnam will officially enter the pilot phase of operating the domestic carbon market according to Decision 232/QD-TTg approving the Project on establishing and developing the carbon market in Vietnam. The 2025-2028 period will be a trial period, before the carbon trading floor officially goes into operation from 2029.

On the local side, Mr. Nguyen Danh Hung, Deputy Director of the Department of Agriculture and Environment of Nghe An province, said that Nghe An has an advantage when it is in the group of 3 provinces with the largest forest area in the country, along with Lam Dong and Gia Lai. In the period of 2023-2025, the province was selected to participate in the North Central Region Greenhouse Gas Emission Reduction Payment Agreement (ERPA) program.

Through classification, about 790,000 hectares of forest and more than 38,400 forest owners are participating in the program, bringing dual benefits of environmental protection and reducing livelihood pressure for highland people.
