On the afternoon of October 12, within the framework of the 1st Government Party Congress, term 2025-2030, Discussion Group No. 8 discussed the draft documents of the 1st Government Party Congress and the draft documents to be submitted to the 14th National Party Congress.
Discussion group No. 8 includes 29 delegates from 4 delegations: Party Committee of the Ministry of Industry and Trade , Party Committee of the Vietnam Academy of Social Sciences, Party Committee of the Vietnam National Petroleum Group and Party Committee of the Southern Food Corporation.
Deputy Prime Minister Bui Thanh Son, member of the Government Party Committee Standing Committee, attended the discussion session. Comrade Nguyen Hong Dien, member of the Party Central Committee, Minister of Industry and Trade, was the head of the group.
At the discussion session, Comrade Trinh Quang Huy, Member of the Standing Committee, Head of the Party Committee's Organization Committee, Director of the Department of Organization and Personnel (Ministry of Industry and Trade) emphasized that the process of completing documents requires reviewing and updating the latest data, especially the results of the Government's leadership and direction in the past term.
Comrade Huy added that the Government is drafting a Decree regulating the functions, tasks and organizational structure of ministries and ministerial-level agencies. When the Decree is issued, units need to base on it to perfect the apparatus, clearly define people and tasks, avoid overlap, and move towards a streamlined and effective administrative model.
Regarding personnel work, Ms. Phan Thi Thang, Deputy Minister of Industry and Trade, recommended that the Government pay attention to building a political training program for cadres working abroad - those who are currently facing difficulties in studying and perfecting political theory standards. She also proposed promoting digital transformation in Party work, especially in three areas: political background check, admission and management of party member records, to simplify the process, save time, increase transparency and management efficiency.
Comrade Phan Van Ban, Deputy Secretary of the Party Committee, Chairman of the Inspection Committee of the Party Committee of the Ministry of Industry and Trade, commented that the current inspection and supervision work has quite complete data, but the assessment of actual effectiveness at the grassroots level is still limited. He suggested clarifying the mechanism of assignment and division of tasks, avoiding the situation of general responsibility that reduces operational efficiency, and promptly completing regulations to ensure clear identification of people and responsibilities.
In the energy sector, Mr. Nguyen Hoang Long, Deputy Minister of Industry and Trade, said that energy and electronics development is a strategic pillar for sustainable growth. He proposed the early establishment of the National Atomic Energy Agency with a specific mechanism to unify management, ensure security, national defense and master technology. Along with that, it is necessary to supplement the list of key national energy projects, clearly define responsibilities and breakthrough implementation mechanisms, especially in the fields of clean energy and power projects.
At the discussion session, comrade Nguyen Hong Dien said that the discussion session recorded 15 opinions revolving around 7 groups of issues, of which 3 contents were directly related to the Government Party Congress and 4 contents contributed to the draft document submitted to the 14th National Party Congress.
The opinions at the discussion session all demonstrated a sense of responsibility, contributing to the completion of documents submitted to the 1st Government Party Congress and the 14th Party Congress - documents of strategic significance, guiding the country's development in the coming period.
