In particular, mass mobilization work has been strongly innovated, with the "Skilled Mass Mobilization" movement spreading widely, with many creative and effective models. From practical mass mobilization models such as the flower road planted by the people themselves, the "Bright - Green - Clean - Beautiful" route, to the movement of donating land to open roads, all show the spreading power of social consensus. Each party member and each party cell has truly become a bridge for the Party's policies to come into life. Thanks to that, the trust and consensus among the people have been increasingly consolidated, the core factor for the city to overcome challenges and unanimously achieve development goals.

The year 2025 marks a turning point in the process of restructuring the apparatus. After the establishment and reorganization, the City People's Committee has 14 specialized agencies (a reduction of 30%), the number of communes and wards is 40 units (a reduction of nearly 70% compared to before). This is an unprecedented change in the history of local administration, creating a streamlined, efficient, effective apparatus, meeting the requirements of building a heritage urban government.

According to the city leaders, the staff, civil servants and public employees are being strengthened according to their job positions, ensuring quality, gradually reaching the level of their tasks. The city pays special attention to personnel work, considering it the "key of the keys", linking the exemplary responsibility of the leader with work efficiency.

Mr. Nguyen Van Manh, Director of the Department of Home Affairs, assessed: Thanks to the new apparatus, the city's major policies have been implemented synchronously and quickly. Many movements have become "brands" of Hue such as: "Green Sunday", "Hue - city of four seasons of flowers", "Green - clean - bright Hue". On weekends, the image of cadres, party members and people cleaning up and collecting garbage has become familiar in every alley.

Maintain discipline to strengthen confidence

Inspection and supervision work during the past term was strongly strengthened, demonstrating the determination to build a strong and exemplary Party. Party committees and inspection committees at all levels conducted thousands of inspections; of which, 2,670 party organizations and nearly 17,000 party members were inspected; 75 organizations and 100 party members were discovered to have violated the Party's regulations, and 3 party members were disciplined. At the same time, more than 2,700 organizations and more than 13,000 party members were inspected, promptly warning and correcting any deviations.

The work of preventing and combating corruption and negativity has been seriously implemented, increasingly becoming systematic, with quality and efficiency being improved. Since the beginning of the term, agencies, units and localities have organized 1,890 propaganda classes with more than 73,500 cadres, civil servants, public employees and people being informed of legal documents.

The new point is that digital transformation has been applied in the work of KTGS, helping to innovate methods and improve objectivity and transparency. Thanks to that, discipline in the Party has been maintained and people's trust has been strengthened.

At the conference summarizing the Party building work for the 2020 - 2025 term, Standing Deputy Secretary of the City Party Committee Pham Duc Tien affirmed: These results were achieved because over the past time, the working style and manner of Party committees and Party leadership agencies from the city to the grassroots have been innovated in the direction of science , democracy, closeness to the people, closeness to reality, and matching words with actions. Party committees at all levels have focused on continuing to innovate the Party's leadership methods, focusing on building, promulgating and directing the implementation of resolutions, working regulations, and work programs of Party committees and Party committee standing committees; promoting administrative reform, processing documents in the online environment, directing digital transformation and building culture in the Party.

The problems that need to be overcome in the 2020 - 2025 term are that some Party committees and organizations have not really innovated their leadership methods; Party cell activities are still formal; self-criticism and criticism are still respectful; planning and training of successor cadres are not synchronous; a number of young cadres lack the skills to meet the requirements of smart cities. Some agencies after the reorganization still have overlapping tasks, and some newly merged wards are not yet stable in organization.

These limitations are a stern reminder for the new term to constantly innovate. The lesson learned is that to develop sustainably, we must first build a strong and democratic Party; consider people's satisfaction as a measure of leadership effectiveness. In particular, leadership thinking needs to shift from "administrative orders" to "orientation - companionship - supervision", taking people as the center, goal and driving force of all policies.

From the past term's experience, it can be affirmed that wherever the Party Committee is closely involved, there will be changes in the movement; wherever the leader sets an example, there will be trust among the people. That valuable experience will be the luggage for the Hue City Party Committee to firmly step forward in the 2025 - 2030 period.
