
In the direction of urban development associated with social security, Lao Cai sets a goal: by 2030, it will complete about 8,300 social housing units, meeting the urgent needs of low-income people, industrial park workers and officials working away from home. In 2025, the province strives to put into use over 1,600 apartments. Not only focusing on accelerating the progress of existing projects, from now until the end of the year, the locality will continue to start 5 new projects with a total scale of more than 3,000 apartments.
These figures show the efforts of the government and businesses. Not stopping at “building houses”, but creating a sustainable living space, where people can settle down and make a living, contributing to the overall development of the province.

Among many projects, the most prominent are social housing on the left bank of the Red River and the Golden Square Lao Cai social housing project.
The social housing area on the left bank of the Red River in Van Hoa commune consists of four 12-storey buildings with nearly 800 apartments. According to the committed schedule, the project will be completed in mid-2026. However, the investor is determined to hand over two buildings with about 400 apartments by the end of this year, opening up housing opportunities for hundreds of young families.
At the construction site, more than 500 workers worked in 3 shifts, 4 shifts, racing against time.
"Our determination is to hand over buildings B1 and B2 to residents by the end of December," shared Mr. Pham Duc Canh - Project Commander.
That desire is also evident in the words of home buyers. Mr. Trinh Duy Quang, a future resident of building B1, said: With a price of about 15 million VND/m², it is not too low but reasonable compared to my wife and I's income. What we expect is quality, even though it is called social housing, I believe in my choice.
At the Golden Square Lao Cai social housing project in Cam Duong ward, the atmosphere is equally exciting. With a scale of more than 2,100 apartments, from 18 to 23 floors high, Golden Square is expected to be handed over in the fourth quarter of 2025. However, the investor affirmed that it could reach the finish line 6 months to 1 year earlier.

“The Lao Cai market shows that the demand for social housing is very high. Right after the opening of the two buildings N01A and N01B, we continued to start construction on a new building with 700 additional apartments to the market,” said Mr. Tuong Duy Hoang - Project Sales Director.

The initial success of social housing projects in Lao Cai has been achieved thanks to the close cooperation between the provincial government, the construction industry and businesses.
From the beginning, we received timely support from the Provincial People's Committee and departments and branches. Legal procedures were resolved quickly, on time, and even faster than the prescribed time limit. This helped the project stay on schedule.
On the policy side, new proposals from the Government to expand the number of people eligible to buy social housing have added momentum. Previously, only those who did not own a house in the area were eligible to buy, now only those who work within 30 km are eligible. At the same time, the income ceiling has also been raised from 15 million to 20 million VND/person/month, and for married couples from 30 to 40 million VND/month.
These adjustments make social housing accessible to more people, making it a truly inclusive social security solution, rather than just for a small group.


Social housing is not just about apartments for low-income people, but is the foundation of social security and fairness in development. With a long-term vision, Lao Cai is turning social housing projects into the core of creating a modern and sustainable mountainous urban area.
