The Government issues support levels for voluntary social insurance participants.

The Government issued Decree No. 159/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Social Insurance (SI) on voluntary SI. The Decree takes effect from July 1, 2025.

Decree No. 159/2025/ND-CP clearly stipulates the support level and subjects eligible for social insurance contribution support for voluntary social insurance participants.

The Decree stipulates that voluntary social insurance participants are supported by the State with payment at a percentage (%) of the monthly voluntary social insurance payment according to the poverty line of rural areas as prescribed in the Law on Social Insurance.

Specifically: 50% for participants from poor households, people living in island communes and special zones according to regulations of the Government and the Prime Minister ; 40% for participants from near-poor households; 30% for participants from ethnic minorities; 20% for other participants.

The support period shall not exceed 10 years. Voluntary social insurance participants who are eligible for support at different levels shall receive the highest level of support. The Government encourages agencies, organizations and individuals to support social insurance contributions for voluntary social insurance participants.

Depending on socio -economic conditions, budget balance capacity, and mobilization of social resources, the People's Committees of provinces and cities shall submit to the People's Councils of the same level a decision to support social insurance contributions for voluntary social insurance participants in the locality in addition to the support level prescribed in this Decree.

Based on the socio-economic development conditions and the state budget capacity of each period, the Government shall consider adjusting the level of support for voluntary social insurance participants accordingly. The support period depends on the actual time of participation in voluntary social insurance of each person but shall not exceed 10 years (120 months).

Every 3, 6 or 12 months, the Social Security agency synthesizes the number of supported subjects, the amount collected from the subjects and the amount of money, the state budget support according to the form issued by Vietnam Social Security, and sends it to the financial agency to transfer funds to the Social Security fund.
