
Hai Lang commune recorded widespread heavy rain from the night of October 13 to the afternoon of October 14. Currently, there is continued rain in the area. Hai Lang commune People's Committee has activated a plan to respond to heavy rain and synchronously deployed measures to prevent and combat natural disasters. From the afternoon of October 13, the Commune's Command Committee for Natural Disaster Prevention and Search and Rescue mobilized all local forces with more than 270 people to check and review the system of dykes, culverts, dams; prepared 3 excavators, 3 trucks, 4 vans, 29-seat cars and thousands of sacks, shovels, chainsaws, ropes, etc.

Currently, the commune has 2 dykes that prevent saltwater intrusion over 20km long, 42 drainage sluices and 9 freshwater reservoirs that are monitored and operated safely. Proactively responding to heavy rains, the commune has closed the sluice gates on the Ha Dong dyke to prevent high tides, reduce inland flooding and arranged 100% of the military personnel on duty at the dykes to be ready to respond in case of incidents.
The commune also reviewed and relocated 20 households in areas at risk of landslides and flooding in the villages of Thong Nhat, Truong Tung, Ha Dong Nam and Truong Tien; and instructed people to prepare plans to protect 8.5 million aquatic breeds and the ripening rice area. Up to now, heavy rain has partially flooded some roads, about 18.5 hectares of rice are flooded.

Mr. Luc Thanh Long, Chairman of Hai Lang Commune People's Committee, said: The locality regularly updates the rain situation, maintains 24/24h duty, checks vulnerable points, when the tide recedes, opens drainage sluices, protects the safety of residential and production areas. Villages have installed warning barriers, not allowing people to pass when the water level rises. The commune has arranged 100% of its troops to be on duty at points at risk of flooding and landslides.

Major Do Thai Bao, Chief of Hai Lang Commune Police, said: Faced with the impact of heavy rains and the risk of flooding in the estuary area, where there is a large area for aquaculture and seafood farming, the Commune Police mobilized 100% of its troops to the villages and areas, coordinating with the military and security forces at the grassroots level to support people in protecting their property and responding to possible situations. At the same time, they maintained a 24/7 duty to receive information, promptly support people and ensure security and order in the area during storms.
Due to the impact of prolonged heavy rain, many localities in the province have recorded localized flooding. The rains are short-lived and the water recedes immediately, so they do not significantly affect traffic and people's daily life. Localities are still actively implementing plans to prevent, combat and overcome the consequences of prolonged heavy rain, mobilizing local forces to be on duty 24/24, checking vulnerable points, proactively draining water, protecting the safety of residential areas, infrastructure works and production areas.
It is forecasted that in the next 6 hours, there is a risk of flash floods on small rivers and streams in mountainous areas; landslides on slopes, and land subsidence in areas in the province. Moderate to heavy rain, and very heavy rain in some places can cause floods, flash floods, and landslides in high-risk areas, especially road traffic works under construction, on mountain slopes; localized flooding on some roads and residential areas with low-lying terrain; flooding of culverts across small rivers and streams.
During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind that can break trees, damage houses, traffic works and infrastructure, endanger ships operating at sea and human lives.

To ensure safety due to heavy rain, localities, departments, branches and functional forces in the whole province continue to proactively deploy response plans; maintain 24/7 duty forces, check vulnerable points, arrange forces and vehicles ready to evacuate people from high-risk areas. At the same time, focus on drainage, reinforce embankments, protect production, ensure safety for people and property.
With a proactive spirit and the motto of "4 on-the-spot" measures to prevent heavy rains and avoid being passive and surprised, forces and localities are seriously implementing them to ensure the safety of people's lives and property.
