On the first day of automatic inspection extension for private vehicles with less than 9 seats, many car owners could not access the website of the Vietnam Register.

Since the morning of June 3, after the Vietnam Register announced two websites vr.org.vn and giahanxcg.vr.org.vn for people to access information and print the certificate of inspection extension, Mr. Pham Van Minh ( Hanoi ) immediately did it for his Mazda 2 purchased in 2015, which was due for inspection on June 7.

Explaining the situation, the leader of the Vietnam Register said that the number of visits to the two websites at 11:00 a.m. was 1.5 million, and at 4:30 p.m. it was 3.6 million, while the capacity could only handle about 500,000 visits at the same time. "It is estimated that there are 1.4 million private vehicles eligible for automatic renewal, but it is possible that many vehicle owners who are not eligible for renewal also accessed the website, overloading the system," the leader of the Department said.

On June 3, the whole country had more than 3,170 cars due for inspection, of which 1,660 cars were automatically extended, the rest needed to go to the inspection center. The Vietnam Register recommends that people with cars with long inspection deadlines not rush to access the website to avoid network congestion, giving priority to car owners whose inspections will expire in the next few days. The management system will gradually update in order of vehicle expiration.

Currently, the Vietnam Register has uploaded the files of vehicles with inspection deadlines from June 3 to June 10. Vehicles with inspection deadlines until June 30 will be uploaded before June 10 and are expected to be completed for all vehicles before June 30.

Answering the question of whether it is necessary to print the certificate of registration extension and carry it with you when traveling, the leader of the Vietnam Register said that the whole country has more than 2.9 million cars with up to 9 seats that are not used for transportation business, of which 1.4 million cars are automatically extended for another 6 months. To distinguish them from cars that are not extended, the car owner needs to have a Certificate of validity of the Certificate and Inspection Stamp to facilitate the authorities in patrolling, controlling and handling violations.

According to Circular No. 02/2023 of the Ministry of Transport , passenger vehicles with less than 9 seats that are not used for commercial transportation and are manufactured up to 7 years ago are exempt from registration for 36 months (previously 30 months), the periodic inspection cycle is 24 months (an increase of 6 months compared to before); vehicles manufactured from 7 to 20 years ago (previously 12 years ago) have a periodic inspection cycle of 12 months; vehicles over 20 years old have a cycle of 6 months.

When the vehicle registration expires, owners of vehicles with up to 9 seats that are not used for transportation business will have their registration period automatically extended, according to Circular 08 dated June 2. The issuance of the two circulars aims to resolve the situation of vehicles queuing up for registration, after a series of inspection centers were investigated by the police for violations and had to stop operating.
