Thousands of households hand over land
Talking to Giao thong Newspaper reporter, Mr. Hoang Hung Cuong, Vice Chairman of Loc Binh District People's Committee, Lang Son said: "Up to now, although Loc Binh District People's Committee has not been able to establish and approve a plan to pay support money and land acquisition for households in the area, in September alone, 31 households handed over 1.28 hectares of land. Accumulated, up to now, although there is no official compensation and land acquisition plan, the whole Loc Binh district has had 456 households handing over 38.2 hectares, reaching 77.4% (compared to the land area needing compensation and support) to implement the project to renovate and upgrade National Highway 4B, section from Km 18 - Km 80".
Thanks to the households handing over the land early, the project to renovate and upgrade National Highway 4B has been implemented along the entire route.
Similarly, up to now, although the compensation and site clearance plan for land acquisition has not been approved, hundreds of households in Dinh Lap district, Lang Son have handed over 19.30 hectares, reaching 61.23% of the total land area for the above project. This helps investors and contractors speed up the construction progress and complete the project to renovate and upgrade National Highway 4B, from Km 18 to Km 80.
According to information from the Department of Transport of Lang Son province (project investor), although there are still many difficulties, the localities have handed over the site to the investor to implement construction of 57.5 hectares/80.87 hectares (71.1%). The road section has been handed over with a total length of about 37.9 km/63.047 km (60.11%), the bridge section has handed over 14/14 bridges (100%) for the contractor to access construction on the entire route.
Creative ways
It is known that the project to renovate and upgrade National Highway 4B, from Km 18 to Km 80, has a total length of 63.047km. Of which, the length through Loc Binh district is about 22.087km, Dinh Lap district is about 41.3km. The project has a total investment of nearly 2.3 billion VND.
The total area of the project is 201.87 hectares (Loc Binh district 79.2 hectares, Dinh Lap district 122.67 hectares). Of which, the total area to be recovered, compensated, and supported for site clearance on the main route is about 80.87 hectares, with 1,802 households affected.
Contractors are speeding up construction progress, completing the project as soon as the site is handed over.
The implementation of the above project has encountered many difficulties in terms of policies and mechanisms, including the 2024 Land Law and new guiding Decrees of the Government, which have come into effect since August 1, 2024. However, up to now, the documents regulating the mechanisms and policies applied in compensation, support and resettlement when the State recovers land in Lang Son province, applied according to the 2013 Land Law, have expired, and replacement documents have not been issued in time.
This has caused difficulties in the work of establishing, publicly posting, appraising, and approving compensation, support, and resettlement plans, affecting the progress of site clearance for the project to renovate and upgrade National Highway 4B, section from Km 18 - Km 80.
In particular, currently, because the People's Committee of Lang Son province has not approved and determined the new land price framework in the area, the Compensation Council and the Land Acquisition and Clearance Council of the districts do not have a basis to apply and calculate compensation plans for people when land is recovered.
"Faced with the above difficulties, we have proactively made a plan to temporarily calculate compensation costs for land acquisition and clearance for households according to the old policy (Land Law 2013) to pay compensation to households. At the same time, we commit to adjusting the plan and applying new regulations for people as soon as new land prices and compensation regulations are available (Land Law 2024).
The new plan must be equal to or higher than the provisional plan already established. In case of a reduction in compensation, the government and the contractor will have measures to support and ensure the rights of the people," informed Mr. Hoang Hung Cuong, Vice Chairman of the People's Committee of Loc Binh district.
Also according to the leaders of Loc Binh District People's Committee, to create consensus and soon implement the project, the District Party Committee and People's Committee of Loc Binh District have held implementation conferences from the district to the grassroots. Accordingly, the district leaders directly dialogued and answered all questions, and at the same time committed to seriously implementing the project to the people. All for the goal of the project being implemented and completed soon, best serving the traffic needs, promoting socio -economic development in the area. Determined not to let the project be delayed, affecting the construction progress and completion due to site clearance problems.
