
According to the forecast bulletin of the National Center for Hydro-Meteorological Forecasting, the area from Quang Tri to Quang Ngai from noon on October 16 to noon on October 18 will have moderate rain, heavy rain, generally 70-150mm, locally over 350mm, especially in Hue city, locally over 500mm; warning of the risk of heavy rain (over 200mm/3 hours); from noon on October 18 to noon on October 19, there will be moderate rain, heavy rain, generally 50-100mm, locally over 150mm. This heavy rain is likely to last. Heavy rain is likely to cause flooding in low-lying areas, urban and industrial areas; flash floods on small rivers and streams, landslides on steep slopes.
To proactively respond to heavy rain, floods, inundation, landslides, and flash floods, the National Steering Committee for Civil Defense requests the People's Committees of provinces and cities from Quang Tri to Quang Ngai to closely monitor forecasts and warnings of heavy rain, risks of floods, inundation, flash floods, and landslides and provide timely and complete information to local authorities and people to proactively prevent; deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, and areas at risk of floods, inundation, flash floods, and landslides. Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, and areas where landslides have occurred or are at risk of landslides.
Provinces and cities from Quang Tri to Quang Ngai deploy forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; deploy forces, materials and vehicles to overcome incidents and ensure smooth traffic on main traffic routes when heavy rain occurs; inspect, review and deploy measures to ensure the safety of key works and works under construction, especially works that have had incidents and small reservoirs that are full of water; deploy standing forces to operate and regulate reservoirs and be ready to handle possible situations; proactively take measures to drain water to prevent flooding and protect production, industrial parks, urban areas and residential areas.
The above localities prepare forces, means, equipment, and necessities according to the "four on-the-spot" principle to be ready to respond to all situations, especially for areas at risk of being isolated; direct local radio and television stations and mass media agencies to increase information on developments of heavy rains to authorities at all levels and people to proactively prevent. At the same time, organize serious on-duty shifts and regularly report to the National Civil Defense Steering Committee (through the Department of Dyke Management and Natural Disaster Prevention and Control - Ministry of Agriculture and Environment ).
At the same time, the Minister of Agriculture and Environment issued Document No. 7955/CD-BNNMT to the Director of Tuyen Quang Hydropower Company and the Director of Hoa Binh Hydropower Company regarding the closure of the bottom discharge gates of Tuyen Quang Hydropower Reservoir and Hoa Binh Hydropower Reservoir.
Accordingly, at 10:00 a.m. on October 16, the upstream water level of Tuyen Quang Lake was at elevation 116.81m, the downstream water level was 52.28m, the flow to the lake was 1,110m3/s, the total flow to the downstream was 1,218 m3/s; the upstream water level of Hoa Binh Lake was at elevation 11.51m, the downstream water level was 13.24m, the flow to the lake was 491m3/s, the total flow to the downstream was 4,220 m3/s.
Implementing the Inter-reservoir Operation Procedure on the Red River Basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir Operation Procedure on the Red River Basin, the Minister of Agriculture and Environment ordered the Director of Tuyen Quang Hydropower Company and the Director of Hoa Binh Hydropower Company to close 1 bottom spillway gate of Tuyen Quang hydropower reservoir and 1 bottom spillway gate of Hoa Binh hydropower reservoir at 5:00 p.m. on October 16.
Tuyen Quang Hydropower Company and Hoa Binh Hydropower Company closely monitor the development of floods, construction safety, flow to the reservoir, upstream and downstream water levels of the reservoir, and promptly report to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control) and relevant agencies as prescribed.
Along with that, the Ministry of Agriculture and Environment issued Document No. 7956/BNNMT-DD to the People's Committees of the provinces and cities: Tuyen Quang, Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, Ninh Binh on ensuring downstream safety when operating Tuyen Quang and Hoa Binh hydroelectric reservoirs.
Accordingly, to ensure safety for constructions and riverside activities, the Ministry of Agriculture and Environment requests the People's Committees of the above provinces and cities to immediately notify authorities at all levels, people, and organizations operating on rivers and along rivers to proactively take measures to ensure safety and adjust activities accordingly.
Provinces and cities promptly report unusual situations to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Disaster Prevention and Control).
