The Politburo is responsible for introducing candidates to be elected as President, Prime Minister, and Chairman of the National Assembly.

Regulation 377 clearly states that the Politburo is responsible for introducing personnel for the Central Committee to elect the General Secretary and personnel for the National Assembly to elect the President, Prime Minister, and Chairman of the National Assembly.

Standing member of the Secretariat Tran Cam Tu signed and issued Regulation 377 of the Politburo on decentralization of cadre management and planning, appointment, nomination, temporary suspension, removal from office, resignation, and dismissal of cadres.

Responsibilities and powers of the Politburo on introducing cadres

Regarding the responsibility of managing and deciding on cadres, the regulation clearly states that the Central Executive Committee guides and decides on important policies and contents on cadre work and cadres according to the working regulations of the Party Central Executive Committee.

The Politburo and the Secretariat manage and directly decide on a number of contents in personnel work; assign and delegate to Party committees and organizations at all levels to decide on a number of contents in personnel work for leadership positions under the Central management and other personnel positions.

The Politburo and the Secretariat may authorize the President, the Prime Minister, the National Assembly Chairman, and the Standing Secretariat to decide on certain aspects and contents of personnel work.

Party committees, party organizations, and heads of agencies and units directly manage cadres working and participating in party activities in localities, agencies and units, including cadres under the management of superiors, and are responsible to competent authorities for the scope and content of decentralized and authorized authority in cadre management.

Party committees, party organizations and leaders are responsible for periodically reporting to superiors on the situation of cadres and cadre work under the management authority of superiors according to current regulations on decentralization of management.

In case a person simultaneously holds many positions under the management authority of different levels, the highest management level of the position shall consider and decide.

Party committees, party organizations, heads of agencies and units lead and direct the development of plans and organize inspections, supervisions, and vote of confidence according to regulations; consider, decide or propose rewards, discipline, and implement regimes and policies according to Party regulations, State laws, and the charter of the Vietnam Fatherland Front and socio-political organizations.

Party committees, party organizations, and heads of agencies and units are responsible for and decide on the temporary suspension from work, dismissal from office, resignation, dismissal, and removal from planning of cadres under decentralized management or within the assigned scope of responsibility.

Regarding the responsibilities and powers of the Politburo, Regulation 377 clearly states that the Politburo decides on policies and guidelines on personnel work and cadres according to the working regulations of the Party Central Committee, the Politburo, and the Secretariat.

Along with submitting important contents on cadre strategy and cadre work to the Central Executive Committee, the Politburo is responsible for preparing to introduce personnel for the Central Committee to consider electing the General Secretary, the Politburo, the Secretariat, the Central Inspection Committee, and the Chairman of the Central Inspection Committee.

The Politburo is responsible for introducing personnel for the National Assembly to elect to hold the positions of President, Prime Minister, and Chairman of the National Assembly.

The Politburo asked for the Central Committee's opinion before introducing personnel for the National Assembly to elect and approve for the following positions:

Vice President, Vice Chairman of the National Assembly, Deputy Prime Minister, Chief Justice of the Supreme People's Court, Chief Prosecutor of the Supreme People's Procuracy, Member of the National Assembly Standing Committee, Chairman of the Council of Nationalities, Secretary General of the National Assembly - Head of the National Assembly Office, Chairmen of the National Assembly Committees, State Auditor General, members of the Government.

The Politburo consults the Central Committee before considering and deciding on the planning of the Party Central Committee, the Politburo, and the Secretariat.

The Politburo disciplines cadres and other issues related to cadre work under the authority of the Party Central Committee.

What positions does the Politburo assign work to?

Regarding personnel work, the Politburo decided to assign work to Politburo members, Secretariat members, and Central Executive Committee members (both official and alternate).

The Politburo also appointed the Deputy Secretary, Member of the Central Military Commission and the Secretary, Deputy Secretary, Member of the Central Public Security Party Committee.

Appoint (or pilot appoint) according to the regulations of the Party Central Committee with members of the executive committee, standing committee, secretary, deputy secretary, inspection committee, chairman, deputy chairman of the inspection committee of provincial party committees, city party committees, and party committees directly under the Central Committee.

When necessary, the Politburo appoints a secretary, delegates the acting secretary, or assigns responsibility for a party committee directly under the Central Committee.

The Politburo decides on the assessment, planning, training, fostering, arrangement, assignment, appointment, nomination for candidacy, re-election, designation, transfer, rotation, and secondment of cadres; and confers, promotes, demotes, and strips general ranks.

Temporarily suspend, suspend from position; temporarily suspend from work, remove from position, resign, dismiss, remove from planning; reward, discipline and implement regimes and policies for cadre positions according to authority.

The Politburo may authorize the President, Prime Minister, Chairman of the National Assembly, or Standing Secretariat within the scope and field of responsibility for consideration.

Regulation 377 takes effect from October 8 and replaces Regulation 80/2022, Regulation 50/2021, Regulation 41/2021, Regulation 148/2024, Conclusion 20/2022 and Conclusion 165/2025 of the Politburo.
