On July 22, the Provincial People's Committee issued Official Dispatch No. 02/UBND-CD on proactively responding to storm No. 2.

According to the forecast of the Quang Ninh Provincial Hydrometeorological Station, storm No. 2 will make landfall in the eastern localities of the province at around 10:00 p.m. tonight (July 22, 2024) with an intensity of level 9-10, gusting above level 10. To proactively respond to the storm in the spirit of "absolutely not allowing human losses", the Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of localities and Heads of departments, branches and units in the province to seriously direct and effectively implement the direction of the Prime Minister in Official Dispatch No. 70/CD-TTg dated July 21, 2024, Document No. 2162/CV/TU dated July 22, 2024 of the Provincial Party Committee and Document No. 1970/UBND-KTTC dated July 22, 2024 of the Provincial People's Committee on prevention and response to storm No. 2, absolutely not being negligent or subjective.

Coastal localities must resolutely bring all people on rafts and underwater production areas ashore to safety before 9:00 p.m. on July 22, 2024, before the storm makes landfall; strictly control boats at anchorage areas for shelter. Organize good management of tourists on island routes during the storm, and avoid subjective "storm watching" in dangerous and unsafe areas.

At the same time, closely monitor the development of floods and rains, promptly provide warnings to authorities at all levels, to residential groups, neighborhoods and people to proactively take preventive measures; be ready to deploy evacuation plans for people in areas at risk of flash floods, flash floods, landslides, landslides on river banks, streams, landslides at coal mining waste dumps, and flooding in low-lying areas. Proactively have plans to evacuate and implement rescue plans when heavy rain, floods, and landslides occur. Strictly organize control, assign people to be on duty, keep watch regularly and have warning signs at underground locations, spillways, flooded roads, and ferries; resolutely do not allow vehicles and people to pass through when rain and floods occur.

Units including: Provincial Police, Provincial Military Command, Provincial Border Guard Command directed forces to closely coordinate with localities and units in the area in inspecting and reviewing all areas at risk of landslides; proactively mobilizing forces to participate in moving people living and working in dangerous areas (near the foot of mountains, dumping areas) to safety.

Along with that, mobilize means, equipment and forces to respond when incidents occur; have measures to prohibit people and vehicles from passing through areas at risk of landslides and overflows. At the same time, request the Chairman of the People's Committee of localities, Heads of departments, branches and units in the province to seriously deploy regular duty, organize inspections of the areas and promptly report the situation to the Office of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue.
