National Assembly delegates of Ca Mau province discussed in groups at the 10th Session of the 15th National Assembly on draft laws.

Continuing the program of the 10th Session of the 15th National Assembly, on the morning of October 22, National Assembly deputies of Ca Mau and Bac Ninh provinces discussed in group 8 important draft laws, including: Draft Law on Vietnam Civil Aviation (amended); Draft Law on Public Employees (amended); Draft Law on amending and supplementing a number of articles of the Law on Education; Draft Law on Higher Education (amended) and Draft Law on Vocational Education (amended).

Delegate Le Thi Ngoc Linh, member of the Provincial Party Committee, Vice Chairwoman of the Vietnam Fatherland Front Committee of Ca Mau province, Chairwoman of the Provincial Women's Union expressed her agreement with the Government's submission No. 811 and the verification report of the Committee for Culture and Society; at the same time, contributed many specific opinions on the Draft Law amending and supplementing a number of articles of the Law on Education .

Regarding general education textbooks, delegates proposed researching and compiling a set of standard textbooks for nationwide use; at the same time, allowing other sets of textbooks to exist as reference materials and gradually making textbooks free for students.

According to the delegate, the current availability of many different sets of books has caused difficulties for teachers, students and parents, especially for families with difficult circumstances, students in remote areas, when choosing, transferring schools, and changing the curriculum.

Regarding local educational materials, delegates agreed with the regulation of transferring approval authority from the Minister of Education and Training to the Chairman of the Provincial People's Committee, in order to increase the initiative and flexibility of localities in developing educational content suitable to the cultural, economic and social characteristics of each region.

Regarding the authority to grant high school diplomas, delegates supported the delegation of authority to the principal instead of the Director of the Department of Education and Training. However, it was suggested that responsibilities should be clearly defined and specific instructions should be provided to ensure consistency, avoid negativity and maintain the legal value of the diploma. Delegates also emphasized that maintaining the high school graduation exam is necessary, both to assess the learning outcomes at the end of high school and to serve as a basis for university and college admissions and student streaming.

The delegates also proposed to fully institutionalize Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development, creating a solid legal corridor and a strong enough mechanism to implement the goals of comprehensive innovation of national education in the new period.

Delegate Tran Thi Hoa Ry, Vice Chairwoman of the National Assembly's Ethnic Council , basically agreed with the draft laws related to the education sector; at the same time, emphasized the need to fully institutionalize the policy of fundamental, comprehensive innovation and modernization of education, in order to improve the quality of human resources and overcome limitations in law enforcement in recent times.

Regarding education in ethnic minority and mountainous areas, delegates proposed to supplement policies to attract, treat and support managers and teachers who are ethnic minorities or working in particularly difficult areas; at the same time, review and complete regulations related to ethnic boarding and semi-boarding schools in border and island areas. Delegates suggested to enhance foreign language, information technology, STEM education and digital skills for students in difficult areas, contributing to narrowing the educational gap between regions.

Regarding higher education, delegates said it is necessary to clarify the beneficiaries of preferential policies (tuition, scholarships, preferential credit), continue to have a special recruitment mechanism to create a source of ethnic minority cadres for the locality; at the same time, strongly develop science, technology, and innovation in higher education institutions, closely linked to the needs of businesses and the labor market.

Regarding vocational education, delegates suggested focusing on policies to support teachers and students of ethnic minorities, strengthening training links with businesses, ensuring output is linked to the actual needs of the economy, contributing to improving the quality of human resources for the country's industrialization and modernization period.

Analyzing the draft Law on Civil Aviation of Vietnam (amended), delegate Dinh Ngoc Minh, a full-time member of the National Assembly's Economic and Financial Committee, said that the provisions in Article 34 on enterprises being allowed to invest, construct, upgrade, and expand aviation facilities at airports are not consistent with the 2024 Land Law. If kept as in the draft, it could lead to a monopoly in the exploitation of ancillary services at airports, reducing investment efficiency and affecting people's rights.

The delegate pointed out that in reality, many airports now have all the ancillary service areas such as parking lots, restaurants, and convenience stores operated by a single enterprise. This mechanism lacks competition, pushes up service prices, and causes social unrest.

From there, delegates proposed to adjust the regulations in the spirit of Article 208 of the 2024 Land Law, allowing the State to decide on investment and assign many capable enterprises to participate in exploiting aviation service facilities. This approach both prevents monopoly, improves the efficiency of infrastructure use, and promotes transparency and equality in the investment environment.

Commenting on the Draft Law on Higher Education (amended), delegate Dinh Ngoc Minh highly appreciated the spirit of innovation and expansion of autonomy for higher education institutions; at the same time, pointed out that the quality of the teaching staff and the practicality of the training program are still weaknesses that need to be more clearly legalized.

According to the delegate, currently many lecturers “only stand on the podium all their lives, teaching theory, not connecting with the reality of production and business”, making the curriculum far from the needs of the labor market. From international experience, he cited the model in the United States, where university lecturers are required to have practice time or work at enterprises periodically, helping them update their knowledge and bring a breath of reality into their teaching.

From there, delegates suggested that the Law should specify standards for lecturers, especially the requirement of having practical experience, participating in research or application projects. This not only helps improve the quality of teaching but also contributes to training human resources with practical skills, ready to adapt to the modern economy.

Another issue raised by the delegates was the situation where many university graduates have to “hide their degrees” when applying for jobs, because businesses prefer workers with practical skills over those who study theory. The delegates recommended considering building a 3-year practical engineering training system. This approach helps students enter the labor market early, reducing wasted time and costs; at the same time, improving the competitiveness of Vietnam's human resources.
