Delegate Tran Thi Thu Dong, Vice President of the Vietnam Union of Literature and Arts Associations , said that adding a specific financial mechanism for "key multimedia media agencies" is an appropriate step, but the draft Press Law (amended) currently lacks specific criteria to identify "key" agencies and guaranteed financial resources.
Delegates recommended clarifying the scope and criteria; at the same time, clearly defining investment resources for core press agencies, avoiding the situation where regulations are only of principle. In addition, it is proposed to clarify the concept of "national digital press platform" to ensure healthy competition, encourage content creation, and prevent the formation of a monopoly on news distribution.

Regarding press human resources, delegates proposed to study the mechanism of granting unlimited press cards, along with regulations on regular training to ensure capacity; at the same time, exempt training for those with a bachelor's degree in journalism or higher.
Delegate Nguyen Huy Thai, member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation, proposed to supplement regulations on local press agencies in the draft Law on Press (amended) in accordance with Regulation No. 373-QD/TW of the Politburo on the functions and tasks of provincial press, radio and television agencies. The delegate also emphasized the need for equality in financial mechanisms among press agencies, ensuring that all press agencies have the conditions to perform well their assigned political tasks.

The delegates proposed to amend the provisions in Article 7 on “responsibility of press agencies” to increase publicity and transparency, create conditions for people to monitor and encourage competent agencies to promptly resolve citizens’ petitions and complaints. The delegates also suggested more specific sanctions for impersonating press agencies on social networks.
Delegate Tran Thi Hoa Ry, Vice Chairwoman of the National Assembly’s Council for Ethnic Minorities, said that the Vietnamese revolutionary press needs to be clearly affirmed as “operating for the benefit of the nation and people.” The delegate suggested caution when expanding the regulation on the right to “denounce in the press,” to avoid cases where unverified information affects the reputation of individuals and organizations.

Delegate Tran Thi Hoa Ry is interested in adding policies to protect the safety of journalists; integrating ethnic policies into the Law on Disease Prevention and the Law on Population.
Delegates also recommended adding policies to protect the safety of journalists, especially those working in the field of fighting corruption and negativity; at the same time, redefining the legal position of the Vietnam Journalists Association in accordance with the requirements of the new organizational arrangement, continuing to promote its role in giving opinions, criticism and building policies for press development.
Regarding the Law on Disease Prevention, delegate Tran Thi Hoa Ry emphasized: It is necessary to fully institutionalize ethnic policies according to the provisions of the 2013 Constitution, expanding priority subjects for nutritional care for pregnant women and children of ethnic minorities, especially ethnic minorities with very few people.
Delegates also proposed to specify the mechanism for mobilizing resources, arranging on-site medical staff, prioritizing local staff; at the same time, promoting digital transformation in preventive medicine, developing statistical software, and epidemiological surveillance for better management at the grassroots level.
In addition, it is necessary to compile propaganda materials in ethnic languages, mobilize village elders, village chiefs, and prestigious people in the community to participate in campaigns to eliminate bad customs that affect people's health.

Delegate Dinh Ngoc Minh proposed mobilizing social resources for preventive medicine and perfecting regulations to shorten bankruptcy procedures.
Delegate Dinh Ngoc Minh, full-time member of the National Assembly's Economic and Financial Committee, stated: The implementation of the Bankruptcy Law has been prolonged in recent times, causing difficulties for businesses and the economy. The delegate proposed to stipulate that the time limit for bankruptcy resolution or rehabilitation should not exceed 01 year, after which the implementing agency must report to the competent authority.
Regarding the Law on Disease Prevention, delegate Dinh Ngoc Minh proposed adding principles to mobilize social resources for disease prevention, creating a mechanism to encourage private enterprises and scientists to participate in research and production of vaccines and preventive medicine, contributing to the development of the domestic pharmaceutical industry.
