Banks focus capital on production and business

By the end of September 2025, the banking system's outstanding credit balance reached VND 17.71 trillion, an increase of 13.37% compared to the end of 2024.

Notably, about 78% of outstanding loans belong to production and business sectors, showing that banks have focused capital on sectors serving economic growth.

Ensuring capital supply for the economy

According to information from the State Bank, the credit structure of the sectors is consistent with the economic structure. Specifically, the credit proportion for the agriculture, forestry and fishery sector accounts for about 6.23%; industry - construction 24%; trade - services 69%. Notably, credit for the science, technology and innovation sector has increased by 13%.

Credit capital continues to be directed to priority sectors, in which about 78% of the economy's outstanding loans serve production and business. Priority sectors under the direction of the Government account for a large proportion, such as: Agriculture accounts for 22.76%; small and medium enterprises 19.04%. The growth rate of some sectors is quite high, such as supporting industry increased by 23.14%; high-tech application enterprises increased by 25.02%.

Credit programs under the direction of the Government and the Prime Minister continued to be organized and implemented and achieved positive results, such as: The loan program for the agriculture, forestry and fishery sector disbursed nearly 106,000 billion VND, exceeding the set target and continued to be expanded for the 4th time, to 185,000 billion VND. The State Bank and commercial banks closely coordinated with the Ministry of Construction, the Ministry of Industry and Trade, the Ministry of Science and Technology to implement the direction of the Government and the Prime Minister on the credit program of 500,000 billion VND for lending to invest in infrastructure and digital technology.

The social housing loan program under Resolution No. 33/NQ-CP of the Government and loans for young people under 35 years old to buy social housing have also achieved certain results, disbursing about VND 4,700 billion (up 66.2% compared to the end of 2024). Many commercial banks have proactively researched and issued loan programs for people under 35 years old to buy houses, and 4 state-owned commercial banks alone have disbursed nearly VND 19,335 billion.

Deputy Governor of the State Bank Pham Thanh Ha affirmed that the management policy in recent times has been implemented synchronously and harmoniously with fiscal policy and other macro tools, both controlling inflation and ensuring adequate capital supply for the economy. The State Bank continues to operate proactively, flexibly and promptly so that credit capital is directed to production and priority sectors, and strictly controls potentially risky sectors.

Continue to accompany businesses

On the part of commercial banks, a large proportion of capital is also focused on priority areas, contributing to promoting economic growth.

Deputy General Director of the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) Lai Tien Quan said that in the first 9 months of 2025, BIDV's total outstanding credit balance reached about 2.2 million billion VND, an increase of 9% compared to the beginning of the year. Of which, outstanding loans to the agricultural and rural sector reached over 431,000 billion VND, accounting for 20%; loans to small and medium enterprises reached 300,000 billion VND, accounting for 14%; credit to high-tech enterprises grew by 43.8%.

At the Vietnam Bank for Agriculture and Rural Development (Agribank), credit by the end of September 2025 increased by 12% compared to the beginning of the year, double the same period last year. Agribank Deputy General Director Phung Thi Binh informed that the bank focuses capital on the agricultural, rural and farmer sectors, with the agricultural, forestry and fishery credit program from the initial scale of 3,000 billion VND being increased to 25,000 billion VND, of which 14,000 billion VND has been disbursed. Agribank also promotes social housing credit, planning to appraise 11 more projects with a scale of 5,000 billion VND.

Regarding the plan to "concentrate capital" for the last months of the year as well as the time before the Lunar New Year of Binh Ngo in 2026, representatives of commercial banks all affirmed that the fourth quarter of 2025 is considered an important "drop point" to reach the target of high credit growth for the whole year 2025. Because this is the peak period of production and business of enterprises, the demand for working capital increases sharply, leading to a wave of credit expansion by commercial banks.

A representative of Tien Phong Commercial Joint Stock Bank (TPBank) said that the bank has prepared resources to meet the need for capital increase at the end of the year, deploying flexible loan packages for corporate and individual customers, prioritizing feasible projects with clear cash flow and focusing on areas that create real value.

Experts also have quite optimistic forecasts for credit in the last months of the year, thanks to loose monetary policy, a recovering real estate market and accelerated public investment progress. Credit is considered a key driving force for bank profits, especially when non-interest income is not large enough. The opportunity for rapid credit growth in the fourth quarter of 2025 can create a growth foundation for the entire banking system and spread to the real production sector.

Deputy Governor of the State Bank Pham Thanh Ha also emphasized that the fourth quarter of 2025 is of key importance for the completion of socio-economic targets for 2025. The State Bank will continue to accompany businesses, ensuring that bank capital flows to the right place at the right time, contributing to promoting production, business and economic growth in the final months of the year.
